thismonth's U.S.Supreme Court rulings upholding them,Equal Employment OpportunityCommission Chairman Clarence Thomas remains under fire from the civil rightscommunity.  \nThomas made that promise last week under questioning by Democratic Benators ata hearing on his nomination for a second four-year term as EEOC chairman.TheSenate Labor and Human Resources Committee is scheduled to vote tomorrow on thenomination.  \nQuotas OpposedEEOC quietly abandoned the use of goals and timetableslast fal1,a policy shift that engendered controversy when it became public.Thomas,backed by two other commissioners,espoused the Reagan administration'sview that hiring goals are unconstitutional quotas.  \nLast week,Thomas told the Senate panel that EEOC enforcement attorneys will beinstructed\"to seek goals and timetables and race-and sex-conscious remedies,permissible under the ruling of the Supreme Court.\"He said EEOC will enforce\"the law of the land\"as set down by the Court,adding that\"whatever reserva-tions I have are personal.\"  \nThe Court ruled July 2 that race-conscious goals could be used to remedy pastdiscrimination and rejected the administration's argument that only individualbias victims are entitled to relief(HED,July 3)。The cases are InternationalA88ociation v.EEOC(54 USLW3573,3596).  \nCivil rights attorneys weren't surprised or 1mpressed by
