It contrasts the nine months of Labour rule in 1924 with the subsequent Conservative government’s restrictive approach, described as a flood of economy-focused directives. \nThe Rt.Hon.CHARLES TREVELYAN,M.P. \n(Prenident of the Board of Edueation in the Labour Goternment,1924). \n1924. \n## LABOUR IN POWER.\n\nThe nine months of Labour rule in 1924 marked a new era inEducation. They ended the deadening period of stagnation in-spired by Sir Eric Geddes and the ideals of big business applied toeducation. In those nine months the Local Education Authoritiesfelt a new life in theirefforts. They found the Board of Educationonce more the enthusiastic patron of progress. The teachers wereflled with hope not only of obtaining reasonable financial security, but of the removal of many of the conditions which make their workdistasteful or unprofitable. \nPrice:1d.,post free. \nPer dozen,9d.,\"\" \nBut nine months are very short. And our Labour rule is not soimportant for what it accomplished as for what it presaged.Itenabled the people to begin,to picture to themselves what Labourwould be able to do when it had a span of years to work instead ofmere months. \nPer 100,6s.,;carr.paid. \nOn that Labour future, all lovers of education are bound to pintheir hopes. \n1926. \n## CONSERVATIVE PROMISE AND PERFORMANCE.\n\nI must confess that I have been surprised at the outrageousbetrayal by the Conservative Government of all their electionpledges in relation to Education.I thought that they must haverealised the political significance of the nation-wide approbationwith which our Labour policy was greeted. They decorated theirparty manifesto and their election addresses with the most piousand progressive declarations about education. And then after afew months of office their Minister of Education reverts to a worsethan Geddes'policy of restriction. For a year we have endured atornado of circulars, memoranda, orders, suggestions, speeches and \nletters to Local Education Authorities, inculcating not educationbut economy, economy and nothing but economy.Lord EustacePercy declares that there has to be a period of\"reaction and delay,\"and the Duchess of Atholl tearfully assures the House of Commonsthat they must“call a halt.”In those election manifestoes therewas no suggestion that commercial prosperity is a condition pre-cedent for educational progress. But we now have from LordEustace Percy the full philosophy which governs his year of reaction. \nSpeaking this month in his constituency,he said:“There couldbe no improvement in education and social services until the reserveof the nation had been built up again after the drain upon them causedby the war. That reserve, that increase of wealth, could only beobtained by means of increased production.Produchion was theonly thing that could improve education. They had been talk-ing a great deal about all sorts of things except the one thing thatmattered, namely, whether they were going to produce enough toeducate all the children as they should do.\" \nHere you have in all its naked enormity the view that educationis a luxury for men and nations who can afford it.The LabourParty regards it as a necessity, equally imperative in al","cbCaipAnFGFJj6UB","https://ap.wps.com/l/cbCaipAnFGFJj6UB","pdf",524667,"English","# LABOUR IN POWER\n## CONSERVATIVE PROMISE AND
