sustained,multi-pronged national effort toaddress inequality,environmen-tal degradation and infrastruc-ture safety in an increasingly un-certainglobal landscape.  \nIn his opening address at thefourth meeting of the fourth yearof the 15th Perak State LegislativeAssembly here,Sultan Nazrin saidpoverty eradication must takeinto account emerging vulnerablegroups at risk of falling into hard-ship due to debt,illness,rising liv-ing costs,relocation,family crisesor theloss of a breadwinner.  \nHe said education remainedcentral to strengthening the so-cial and cultural capital of lower-income families,particularly  \nchildren,describing it as one ofthe most effective instruments ofsocial mobility.  \n\"Eradicating poverty is a com-plex and continuous effort thatrequires a multifaceted and sus-tained approach,\"he said,addingthat equitable access to educationmust remain a national priority.  \nHe said various initiatives hadbeen introduced to ensure nochild would be left behind,includ-ing the“floating school”at SMKRPS Kemar in Hulu Perak,whichreduced dropout rates amongOrangAslistudents.  \nHe said the Comprehensive K11Education Programme allowedmore than 1,760 Orang Asli stu-dents in three pilot schools tocomplete their studies up to theSijil Pelajaran Malaysia level.  \nTo support disadvantaged fam-ilies,he said,several interventionshad been rolled out to improvelearning and living conditions inhostels,including the Daily HostelProgramme,Hostel Family Sys-tem,Takmir Class Programme,Madani Hostel TransformationProgramme,targeted aid and theprovision of essential facilities.  \nHe said aid had been signifi-cantly expanded,with RM5.83million disbursed under the Per-ak State Education Loan schemelast year,benefiting 873 students.  \nThe Perak Islamic Religiousand Malay Customs Council con-tributed RM26.1 million in edu-cation aid to 45,066 students,while Yayasan Perak allocated  \nRM16.66 million for educationempowerment initiatives.  \nBeyond education,the rulerwarned that environmental man-agement could no longer be treat-ed as a secondary concern,as cli-mate change was already produc-ing severe global consequences.  \nHe said extreme weather eventshad caused widespread destruc-tion,displacement and long-termeconomic strain,with floods,droughts and landslides increas-ingly affecting people worldwide.  \n“We must recognise that whenhumanity acts with excess andinjustice towards the environ-ment,nature responds in kind,often in the form of a disaster.\"  \nHe said environmental degra-dation imposed far greater long-term costs than preventive action,stressing that the solution laid notonly inenforcement,but in a fun-damental shift in mindset,fromexploitation to stewardship andfrom arrogance to responsibility.  \nCiting National Aeronauticsand Space Administration satel-lite data,he said the worldrecorded amarked increase inex-treme weather intensity in thepast five years,including hydro-climatic whiplash,where pro-longed droughts were rapidly fol-lowed by severe flooding.  \nHe said such volatility was plac-ing increasing strain on infras-tructure resilience,making proac-tive flood mitigation essential.  \nHe said flood control projectsand targeted river maintenance  \nhad helped reduce flood hotspotareas in Perak to 280 last yearfrom 332in 2024.  \nOn infrastructure safety,SultanNazrin said urgent,coordinatedaction was needed to address ac-cident risks on the East-West High-way,of which115km are in Perak.  \nHe said the challenging terrain,weather conditions and environ-mental factors
