To mitigate the problem,ED's new regulationswil1 let schools credit students'accounts 21 days before classes begin anddeliver the GSL funds 10 days bef ore classes begin,Oxendine said. \nNagging ProblemsED also wil1 limit the retroactive triggering of repay-ment deferrals--except unemployment deferrals--to six months, said Oxendine, noting that some borrowers have activated their military deferrals afterserving for three years.\"The lender had to reallocate all [the borrowers']payments to the principal and bill the government for the interest,\"he said. \nApparently,the problem has not plagued many lenders, however, because manyquestioned ED's proposal last September to limit retroactivity to 60 days,Oxendine said. ED responded by\"1iberalizing\"the policy to allow retroactivedeferrals up to 6 months but insisted on keeping some limit,he said.\"Hope-fully,my [efforts]will save lenders a lot of work,\"said Oxendine. \nFollowing instructions in a budget reconcfliation measure passed last spring,\"We have decided lenders must report to one credit bureau\"on thefr borrowers, even those who are not delinquent,Oxendine said.\"We prefer it is a majorone, and we encourage you to report to more than one.\"He said it is a way of(more) \n# ED OFFICIAL PREVIEWS NEW ANTI-DEFAULT GSL REGULATIONS(Cont.)\n\ntelling banks \"what level of credit [a borrower]can handle. If he has $20,000in student loans,a lender may not want to grant a line of credit of $50,000.\" \nGuarantee agencles for the first time wil1 be requfred to conduct compliancereviews of thelr major s chools and lenders, although many already do,saidOxendine. The reviews wil1 cover each agency's top 10 schools,by loan volume, and any others carrying 2 percent or more of that agency's volume,he said.Agencies wil1 follow the same criteria for reviewing lenders,he added. \nPrompt Claim FilingsED also wi11 institute a \"timely filing rule\"forloans in def ault,he said.Once a loan goes into def ault--when the borrower isdelinquent for 180 days--the lender must file a claim within the next 90 daysor else ED will not reimburse the guarantee agency, said Oxendine.\"The fed-eral contract is with the guarantee agency, but we would expect the guaranteeagency would pass those requirements through to lenders,\"he noted. \nTo nip bad loans in the bud,ED wil1 cancel its guarantee on any check notcashed within 120 days of its disbursement and wil1 stop paying the special al-lowance on it at that point, said Oxendine and Roberts.A borrower who loseseligibility--by dropping out of school, for example--has 30 days","cbCaipn8JzKXq4b0","https://ap.wps.com/l/cbCaipn8JzKXq4b0","pdf",1872027,"English","# Guaranteed Student Loan regulatory changes\n## Definition of “enrolled” students and check delivery timing\n## Repayment deferrals, reporting, and compliance reviews\n## Claim filings and due-diligence requirements\n## Interest calculation and bankruptcy-related rules","[{\"question\":\"How does the new definition of “enrolled” affect GSL check delivery?\",\"answer\":\"The Education Department will change how “enrolled” is defined so schools can handle timing constraints and deliver funds aligned with new procedures rather than waiting for students to register and be in class.\"},{\"question\":\"What limits are set for retroactive repayment deferrals?\",\"answer\":\"The regulations limit retroactive triggering of repayment deferrals to six months, with unemployment deferrals treated as an exception.\"},{\"question\":\"What interest-calculation methods will be barred for special allowance payments?\",\"answer\":\"Lenders will no longer use the average quarterly balance method as of July 1, 1987, and the rules will also ban the “rule of 78ths” approach, allowing daily accrual or actual accrual methods instead.\"}]","ED OFFICIAL PREVIEWS NEW ANTI-DEFAULT GSL REGULATIONS | PDF",1790631054,18]
