It references 2015 Grand Jury decisions and the killings of unarmed Black men in Ferguson and Staten Island, urging solidarity and prayer for justice, reconciliation, and peace. The text argues that mass incarceration has expanded drastically, targets drug crimes disproportionately, and marginalizes minorities through policing, labeling, imprisonment, and post-incarceration restrictions. A theological framework is proposed through Pentecostal understandings of the Spirit’s call to righteousness and restored human TRENDS \n# The Prophetic Cry for Justice:A PentecostalResponse to the Racism of Mass Incarceration\n\n By Peter Althouse \ning social systems that subjugate“people of color”in legalsystems that label, imprison, segregate and subsequently denyaccess to meaningful employment, housing and public benefits. \nTwo Pentecostal leaders urged their congregations toobserve Black Lives Matter on December 14,2015in response to the Grand Jury decisions not to indictpolice officers in the unwarranted killing of unarmed blackmen in Ferguson and Staten Island.Bishop Charles E.BlackSr.of the Church of God in Christ and George O.Wood,General Superintendent of the Assemblies of God admonishedtheir churches to stand in solidarity with their brothers andsisters to affirm the value of black lives. The release declares:\"If Spirit-filled Christians cannot find a way to work togetherto heal their divisions, what hope is there for the rest of thecountry?”.Wood called for prayer for all law enforcementand judicial officers \"that they would be servants of justice, reconciliation, and peace in the communities they serve.” \nWhat is the church's response? How might denominationalleaders respond to mass incarceration when congregantsare mostly unaware,or even supportive of “tough on crime”ideology?I propose that the church's response can andshould draw on the prophetic tradition that calls for justiceand human dignity as found in Scripture.More specifically, thehigh value of the prophetic found in the charismatic ethos ofPentecostal churches can provide a basis for unified responsecalling the US to equal and transparent justice. However,I donot view the prophetic here as an abstract principle of socialjustice.Rather, the prophetic is the upwelling of the Spiritof God in believers that empower the people of God to discerninjustices in the world that contradicts the justice of the reignof God.This view is consistent,I would suggest, with howPentecostals discern the world through the lens of the Spirit'scall.Stated differently, the voice of the prophetic is the voiceof the Spirit of God calling the world to righteousness. \nMany people are uneasy about the failure of the criminaljustice system to protect black Americans and the legit-imization of excessive use of police force in subjugatingAfrican-American communities. However, the events inFerguson and Staten Island as well as a litany of unarmedblack men and women dying at the hands of the police, areonly the tip of the iceberg.Over the past forty years the prisonpopulation has exploded from 300,000 to more than 2.3million with the majority of the increase targeting drug crimescommitted by blacks and Hispanics, despite the evidencethat whites use drugs at about the same.In some states, blackmen are incarcerated for drug crimes at a twenty to fiftytimes rate greater than white men.²Moreover,the US has thehighest rate of incarceration in the world, excessively morethan other developed countries, and surpassing repressiveregimes.³US policies and practices regarding mass incar-ceration legitimize racial discrimination through interlink- \nIn order to lay out my arguments I will first briefly outlinethe realities and extent of mass incarceration in the US,howthe systems are linked together in
