Noting that Ecuador has been hit very hard by both the COVID-19 global pandemic and lower oil prices, they appreciated the role this operation plays in supporting the financing plan of the Government to Build Back Better, at a time when downside risks facing emerging economies remain on the horizon.  \nDirectors encouraged the WBG to make further strides in fostering inclusive private sector-led growth and maintaining the momentum of structural reforms. They encouraged Ecuador’s full implementation of the subsidy reform, commitment to participating in the Extractive Industries Transparency Initiative (EITI), and the authorities’ constructive and successful negotiations with private and multilateral creditors to restructure public debt to ensure its sustainability. They also inquired about the ongoing negotiations and stressed the importance of securing the expected financing sources for 2021.  \nDirectors took note of the risks associated with the operation and encouraged the WBG to make strong efforts to mitigate political and governance risks, domestic and external macroeconomic risks, and fiduciary challenges.
