They also request enhanced supervision, monitoring, anti-corruption safeguards, realistic climate impact assessment, and support for governance, capacity, financial, and technical readiness to enable timely vaccine delivery.","Public Disclosure Authorized Public Disclosure Authorized  \nThe Republic of Ecuador  \nEcuador COVID-19 Emergency Response and Vaccination Project Restructuring and Additional Financing  \nChair’s Summary*  \nApril 1, 2021  \nExecutive Directors approved a restructuring and an additional IBRD loan in the amount of US$150 million for the Ecuador COVID-19 Emergency Response and Vaccination Project on the terms and conditions set out in the President’s Memorandum.  \nDirectors approved the modification of the vaccine eligibility threshold in this operation to enable financing of vaccines for Ecuador as follows: (i) the vaccine has been approved by three Stringent Regulatory Authorities (SRAs), including Emergency Use Authorization, from at least two different regions; or (ii) the vaccine has received WHO Emergency Use Listing and has been produced with a licensing or similar arrangement from a manufacturer of a parent/bioequivalent vaccine that has a prior SRA approval (including Emergency Use Authorization). They welcomed Management’s plans to propose to the Board, expected by next week, a modification to the threshold for eligibility for COVID-19 vaccine purchases for Board approval.  \nDirectors welcomed the project as the first large-scale project to finance COVID-19 vaccines for Latin America and the Caribbean, one of the Regions hit hardest by the pandemic. They recognized the urgent need to support the Government of Ecuador to respond to the pandemic and to reactivate the economy in the context of fiscal constraints and adjustments, and emphasized the need to ensure commitment to continue vaccination efforts through the upcoming elections. They emphasized the urgency for an equitable and transparent vaccine roll-out, with due regard to prioritized and most in-need situations as well as vulnerable groups and refugees. They added that strengthening health systems overall will be imperative in the long run.  \nDirectors acknowledged the strong cooperation with multilateral and bilateral development partners in Ecuador and stressed that Bank financing to support vaccine acquisition beyond COVAX should be complementary.  \nDirectors also inquired about enhanced supervision and monitoring mechanisms for project implementation, as well as mitigation and anti-corruption measures to manage risks, including potential elite capture, where possible.
