from \nThe President \nWelcome to a new year and a new set of \nchallenges!Reflections on the rapidity and uni- \nversality of change in all facets of our lives havebecome trite with repetition,soI will spare youanother one.But make no mistake,CNA willchange in 1995 and nursing will change in 1995.Let us be sure we are directing that change, notresponding to it. \nEfforts have begun to implement the restruc-turing plan approved by the 1994 House of Del-egates.Kudos to Pat Kucharski, who chairedthe two year effort to draft and promote the plan.President-elect Esther Haloburdo and BoardMember Michael Dion will co-chair the imple-mentation phase.Much grass roots participa-tion is needed,so plan to participate in the pro-cess in some way. \nOutside the organization,in the places wherewe practice our profession daily, the pressureto provide more health care at less cost contin-ues.Acute care settings continue to shrink, andmore and more nurses must seek community-based pratice sites.Health care reform willsurely not occur at the national level in 1995;itis unclear what may be feasible at the state level. The Office of Health Care Access was chargedby the 1994 Legislature to present a plan to theLegislature in 1995 that achieves universal ac-cess by 1997.Marilyn Richard and I continueto represent you on the Advisory Committeewhich is shaping that plan. The primary inter-est seems to be on payment reform. We mustcontinue to promote the elements of Nursing'sAgenda for Health Care Reform that adressesa revised delivery system. Each of you mustcontinue to take that message to your electedrepresentatives. \nWhile we struggle to create a future systemwhere all people have universal access to healthcare and the freedom to select care from theprovider o their choice, including nurse pro-viders,we must function in the imperfectpresent.Guided by the Advanced Practice TaskForce,CNA will continue its long-standing ef-forts to remove the barriers to practice for mursesin advanced practice. We will ctively work topromote programs that protect the quality of pa-tient care and appropriate use of mrses.Wewill work collaboratively with other groups toaddress the cyclicity of nursing shortages withthe goal of prevening the next one.Allof theseinitiatives willrequire the participatiou of manymembers,if they are to be accomplished suc- \nRADISSON
