The Dominican Republic performs better than peers on government effectiveness, regulatory quality, and rule of law, but significantly worse than regional and income peers on control of corruption; it is in just the 30th percentile of all countries globally. On voice and accountability and political stability, the country performs below the regional average but above the average for middle-income countries. The Dominican Republic build on its generally solid governance base to put in place specific institutional reforms to achieve its climate change goals.  \nFigure 1. The regulatory framework lacks definitions of key terms such as “climate change”, “mitigation”, and “adaptation”. Without such definitions, agencies interpret their existing authority to work on “sustainable development”, the “environment”, “natural resources”, and “disasters” to also include a mandate to work on climate change, even if climate change is not explicitly identified. This lack of explicit mention of key climate change terms contributes to a lack of clarity of roles between agencies.  \nA consolidated, historical statement of the country’s climate commitments would help stakeholders understand how the level of ambition has changed over time.
