It presents legal perspectives from Professor Anthony Guy Amsterdam on whether capital punishment is effective, arguing that killing to teach that killing is wrong is a questionable proposition. penalty,Professor Amster-dam's presentation is most timely. The Assembly Criminal Justice Committee recently passeda weak capita punishment measure out of\"political necessity.\"The pleas for tougher anti-crime laws are strengthened each year by the publicity of rising violent crime statisticsPro-fessor Amsterdam asks the question,\"Do we need to kill people in order to teach that killingis NEWKIRK,Quarterly Chairman \n# KELLEY URGES CITIZENS TO\"JOIN THE RESISTANCE\"\n\nFrom Address by \nTHE HONORABLE CLARENCE KELLEYDirector,Federal Bureau of InvestigationThursday,June 23rd \n\"Law enforcement agencies throughoutthe nation have for years looked to theFBI as a trend setter and as a conduitthrough which innovative anticrime tech-niques are transmitted. The Bureau has anobligation to identify innovative crime-fighting approaches that can be sharedwith the law enforcement community. \nSeveral years ago,as the volume of seri-ous crimes spiraled to unthinkable levels,I joined some of my associates in an ex-haustive search for an approach that couldhave an overwhelming impact on thecrime problem. \nG0LD BALLRO0M,SHERATON-PALACE HOTEL \nWe concluded that there was no tech-nological breakthrough that offered thesolution we were seeking.Nor was a largercadre of police the answer. The alreadyincreased number of better educated,bet-ter trained, better equipped officers weredoing about as much as law enforcementcould do.A greater number would onlylead to the more restrictive society we allwish to avoid. \nDespite these conclusions,we did findthat one crime reduction approach offeredgreat promise. To fully appreciate thisapproach,we must first bear in mind thatlaw enforcement strives to insure thesafety of the community in two ways—byprotecting its inhabitants from criminalvictimization and by responding whencrime occurs. \n# PUBLIC RESPONSIBILITY IS THE MISSING LINK TOEFFECTIVE CRIME PREVENTION &LAW ENFORCEMENT\n\nKELLEY (Continued from preceding page) \nUntil recent years, law enforcement hassought to protect citizens from victimiza-tion by apprehending the offender aftera crime has occurred. The underlyingtheory is that if the offender is behindbars he can't victimize anyone and can, theoretically,be rehabilitated. This ap-proach has,for a variety of oft-discussedreasons,clearly been of limited efficacy. \n27 \nNew Direction \nNow,however,progressive law enforce-ment agencies have begun to restructuretheir overall approach to crime. They havediscovered that much more emphasis mustbe placed on keeping people from becom-ing victims of crime.I submit that it isthis new direction in law enforcement thatcan enable us to reduce crime to a toler-able level. \nOne obvious benefit of the preventiveapproach is that more citizens will bespared victimization and the physical, psychological and financial effects that ac-company it.Equally significant, however,is the fact that since prevention eliminatesopportunities on which criminals rely, fewer opportunities will spell less crime. \nJL 4 \nBefore citizens breathe a sigh of relief, smug in the expectation that the shadowof crime is about to be lifted from theircommunities,I must caution that there isa eatch to all of this. The catch is that the \n77 \nprimary burden of keeping people fromfalling victim to crime lies not on law en-forcement but on citizens themselves.Lawenforcement's role—an integral one,with-out question—is to provide guidance. \nFor some time now,the FBI has beendevoting substantial resources to urgingcitizens to transform indifference into anattitude of resistance to crime and to lookto law enforcement for crime resistanceguidanc","cbCaim1k8dorKjCw","https://ap.wps.com/l/cbCaim1k8dorKjCw","pdf",1852401,"English","#
