It outlines program objectives, implementation arrangements, assessment requirements for development plans, and mitigation and monitoring measures to be reviewed under World Bank safeguard policies.","Public Disclosure Authorized Public Disclosure Authorized  \nDjibouti Integrated Slum Upgrading Project-Additional Financing (P172979)  \n Environmental & Social Management Framework   \nExecutive Summary  \nEnvironmental and Social Management Framework (ESMF)  \nUPDATE RATIONALE  \nThis Environmental and Social Management Framework (ESMF) has been updated to respond to the potential new environmental and social impacts of the activities of the additional financing (a $30 million grant) of the project in eight pre-identified neighborhoods of Balbala and Boulaos and two refugee villages in the Ali Sabieh region (Ali Addeh and Holl Holl) that could be restructured. The government of the Republic of Djibouti has requested the Bank's financial and technical support to develop a national slum upgrading strategy and to channel development external aid to this program by putting in place the necessary technical and institutional framework. The additional financing also includes a conditional emergency response component (including potential impacts induced by COVID-19 in urban slums and refugee villages) . The emergency response will allow for a rapid reallocation of project funds in the event of a natural or man-made disaster or crisis that has had, or is likely to have, a major negative economic and/or social impact in the near future. The update of the ESMF also addresses potential emergencies and the types of activities likely to be funded and assesses potential risks and their mitigation, and associated measures.  \nThe project was approved by the Board of Directors of the World Bank on 09-November-2018, and entered became effective on 11-Mar-2019. The PIRB is implemented by the Ministry of Housing, through the l’agence deréhabilitation urbaine et du logement (ARULOS)/Urban Rehabilitation and Housing Agency. Its mid-term review is scheduled for 06-Sep-2021 and the project is expected to be completed by 31-December 2023.  \nIntroduction  \nThe Zero Slum Program (ZSP) is a national program that reaches across the country. The ZSP is in its preparation phase. This program aims, among other things, to  \n• Restructuring areas of precarious housing initially those of Djibouti City and especially those of 13 identified neighborhoods.  \n• The resettlement in a specific site of households that will lose their space for the needs of restructuring,  \n• Support for the improvement of individual housing by facilitating access to construction material via micro-financing instruments,  \n• Avoid the creation of new slums by allocating plots of land on developed sites,  \n• Job creation and social inclusion to reduce unemployment and improve the quality of life of the country's poor and very poor populations.  \n• Assistance and support in situations of natural disasters  \nOther areas for expansion have been identified in the additional funding and will enable this ambitious restructuring program to be carried out. These are districts 5, 6 and 7 bis of the commune of Boulaos, Balbala Nord, and the two “refugee villages” of Ali Addeh and Holl-Holl (the villages also include host populations) in the Ali Sabieh Region. Other neighborhoods have also been pre-identified for emergency activities following the floods of 2019 which have caused extensive damage to homes.
