The government of the Republic of Djibouti has requested the World Bank financial and technical support to develop a national slum upgrading strategy and to channel external development aid to this program by putting in place the necessary technical and institutional framework. The additional financing also includes a conditional emergency response component (including potential impacts induced by COVID-19 in urban slums and refugee villages) . The emergency response will allow for a rapid reallocation of project funds in the event of a natural or man-made disaster or crisis that has had, or is likely to have, a major negative economic and/or social impact in the near future. The update of the RPF also addresses the social risks of potential emergencies response investments and identifies related mitigation measures.  \nThe parent project (Integrated Slum Upgrading Project [ISUP]) was approved by the Board of Directors of the World Bank on Nov-09-r-2018. It became effective on Mar-11-2019. The project is being implemented by the Ministry of Housing, through the l’agence de réhabilitation urbaine et du logement (ARULOS)/Urban Rehabilitation and Housing Agency. Its mid-term review is scheduled for Sep-06-2021 and the project is expected to be completed by 31-December 2023.  \nINTRODUCTION  \nThe Zero Slum Program (ZSP) is a national program in its preparation phase. The program intends to reach across the country. The additional financing has identified the following neighborhoods as primary areas of investments: districts 5, 6 and 7 bis of of Boulaos, Balbala Nord municipalities, and the Ali Sabieh Region “refugee villages” of Ali Addeh and Holl-Holl (the villages also include host populations) . In addition, a selected number of neighborhoods have been identified for emergency response activities following the floods of 2019 which caused extensive damage to homes and properties. These are neighborhoods 1, 2, 3, and 4 of the Boulaos municipality. A strategic study is currently being finalized and it is expected to present broad guidelines, a strategy, and detailed recommendations related to infrastructure in neighborhoods to be restructured.  \nThe subject matters of the program are, but not limited to:  \n• Restructuring areas of precarious housing, initially those of Djibouti City, but also and especially those of the 13 selected neighborhoods.
