Scott is an American international development expert, formally Lead Social Scientist for East Asia and Pacific at the World Bank. He began his work with the Bank in 1983, first working on resettlement, and then moving out to the Bank’s Jakarta office, where he worked for 14 years. After leaving the Bank in 2011, he spent three and half years as senior advisor to Afghanistan’s President Ashraf Ghani. His vast and varied experience in development includes being coleader of the World Bank’s 1994 Resettlement Review Task Force, a member of President Wolfensohn’s Task Force on Social Development in the mid 90’s, and a pioneer in the field of Community Driven Development from the 90’s on.  \nToday, Scott joins us to reflect on his experience with the Kecamatan Development Project, sometimes we call it KDP, in Indonesia, which began in 1998, and how it helped reshape the field of participatory development. Welcome Scott and thank you for joining us.  \nSCOTT: Thank you Elisa.  \nELISA: My first question Scott is, can you tell us about you and your journey as a development champion and Pioneer? What advice would you give to someone who is interested in this field of work today?  \nSCOTT: Interesting question, because the field has changed a lot from the time when I first got started. So I'd probably suggest 5 specific things, keeping in mind what a different context we’re in. So when we were first working in the community development approach, we were pretty much making up almost everything we could do, just as it came along. There were no real big models to work on, but that's no longer true. Your problem now is not that there aren't models to work with, it's that you have to be careful about the models becoming dogma and becoming too constraining on creativity and adapting and innovating and changes that happen. So you have to use the past, but don't be captured by it.  \nThe second thing is, I think that the big value of the work we did in Indonesia was to show how important ethnographic field work and participatory approaches are. Not just as a method to validate hypotheses, but actually as a form of learning that helped--It's an epistemology for how you think about development overall. In some ways that I like to say that a lot of it was inspired by Amartya Sen's work on the human potential of people, and part of development has to shift in that direction. Instead of saying how do we deliver services to people, you want to talk more about what resources do people have and how to take advantage of that?
