The global and multidimensional impact of the COVID-19 pandemic underlined the Bank’s role in crisis response as a consequence of its global reach, wide range of instruments – in both the public and private sectors – and relevant expertise. The Bank has a role to play as an important and effective partner for achieving the Sustainable Development Goals (SDGs) and the goals of the Paris Climate Agreement.  \nThe COVID-19 pandemic has had a devastating impact on economies, employment and human capital, most notably in lower-income countries. Existing inequalities have increased, especially for women and girls. The COVID-19 crisis has also been a gender crisis. Since the start of the pandemic, there has been an increase in gender-based violence, a surge in child marriages, and a sharp increase in unplanned pregnancies and maternal and child deaths. The fight against chronic pandemics such as HIV, tuberculosis and malaria has been delayed. The negative effects of inequalities in access to coronavirus vaccines are exacerbated by rising food insecurity and growing humanitarian needs in some countries. This means progress on the Sustainable Development Goals has been set back dramatically.  \nThe upcoming IDA20 replenishment will be a decisive factor in the Bank’s ability to work towards an inclusive and sustainable recovery worldwide. Our constituency believes an ambitious replenishment for IDA20 is needed to deal with the fallout from the COVID-19 pandemic and the recovery of IDA countries, while making optimal use of IDA’s own capital. We wish to see ambitious commitments from the Bank on climate and on human capital, but also on fragility, conflict and violence (FCV). We welcome further balance sheet optimisation as part of the financing package.  \nFragility & conflict  \nAccording to the OECD, 80% of the world’s poor will live in fragile states by 2030.1 In fulfilling its mission to ‘reduce poverty, and improve living standards’, a large part of the Bank’s efforts should be focused on fragile states and post-conflict areas.  \nAs fragility, conflict and violence have worsened in many regions, we remain committed to scaling up the Bank’s overall engagement in FCV countries so that the populations concerned do not fall further behind as the global recovery proceeds. Our constituency is pleased that the revision of Operational Policy (OP)  \n2.30, the policy on development cooperation and fragility, conflict and violence, has been completed. We feel that conflict sensitivity analyses which include drivers of fragility and which follow the ‘do no harm’principle are essential if the Bank’s operations are to be successful in FCV situations.
