The speaker commends the World Bank Group’s emergency and large-scale financial response, including support for vaccines access via ACT-A, and calls for shareholder-backed financing and coordinated recovery aligned with green, inclusive, and Agenda 2030 priorities.","Public Disclosure Authorized  \nPublic Disclosure Authorized  \n# DEVELOPMENT COMMITTEE\n\n(Joint Ministerial Committeeof the  \nBoards of Governors of the Bank and the Fundon theTransfer of Real Resources to Developing Countries)  \nONE HUNDRED AND TWO MEETINGWASHINGTON,DC-OCTOBER 16,2020(VIRTUAL)  \n# Statement by\n\nH.E.Bruno Le MaireMinister for Economy,Finance and the Recovery  \nFrance  \nDC/S/2020-0065(E)October 16,2020  \n## Statement by\n\nH.E.Bruno Le MaireMinister for Economy,Finance and the Recovery  \nFrance  \n## 102nd Meeting of the Development Committee\n\nOctober 16,2020  \n## Washington,DC\n\n(VIRTUAL)  \nThe Covid-19 pandemic,beyond its direct health consequences,exacerbates the challenges the worldwas already facing:inequalities between countries and within countries,poverty,fragility,instabilityand food insecurity.The pandemic puts under stress the resilience of health systems,economies andsocieties:by disrupting trade,curtailing the movement of people,disorganizing supply chains anddiscouraging investments,this crisis has created an unprecedented global recession.It particularly affectsthe most vulnerable countries and people,even more than the financial crisis.Sub-Saharan Africa isexpected to experience its first recession in more than 25 years.  \nThe Covid-19 crisis threatens decades of progress in reduction of poverty and inequality,socio-economic inclusion of women,fight against epidemics,access to public services,education and basichealth services.The loss of millions of jobs will lead to a massive increase in the level of poverty,afternearly a quarter century of steady global declines.  \nThis economic shock is so severe that it hampers the capacity of developing countries to react.Theirpublic finances are constrained by lower tax revenues,while tighter external financing conditions impactcountries with access to financial markets.Public debt sustainability is now in jeopardy in some countries,particularly those already facing a high level of debt vulnerability before the crisis.  \nI commend the World Bank Group and the other multilateral development banks for their swiftactions to tackle this unprecedented situation.In particular,the World Bank reacted swiftly with aninitial emergency response of USD14 billion to address health needs while preserving the functioningof the economy and the private sector and then through a broader exceptional USD 160 billionfinancial program over 15months to support a sustainable,green and inclusive recovery in emergingand low-income countries.The World Bank has already provided significant support to its client countriesto fight the pandemic and tackle its economic and social impacts.Its interventions have saved lives bystrengthening health systems and supporting the poorest and most vulnerable communities through thedevelopment of social safety nets.The Bank has also assisted its private sector clients,by providingliquidity and working capital solutions.It has supported governments,including through budgetaryassistance,to strengthen their institutional capacity and help them address the crisis.The World Bank'sresponse is being implemented swiftly,with nearly USD 45 billion disbursed between March and June andwe must continue in this direction.In particular,I welcome the World Bank's commitment to promoteaccess to Covid-19 vaccines for developing countries and its decision to take part in the ACT-A initiative,which brings together the WHO and other major players in global health,with a common goal:supportingthe development,production and fair,safe and universal access to diagnostic tests,treatments and vaccinesagainst the Covid-19,as well as strengthening vulnerable countries'health systems.It is essential that theWorld Bank's action remains fully in line with this approach and well-coordinated with the health sectorinternational actors on the ground.  \nThis ability to respond to the economic crisis by substantially increasing the World Bankcommitments owes much to the strong support of i","cbCaiuvvMZ2joobw","https://ap.wps.com/l/cbCaiuvvMZ2joobw","pdf",415795,2,1,4,"English","en",105,"# Development Committee\n## Joint Ministerial Committee Meeting\n## Statement by H.E.
