Operating and financial factors that influence contract mining need to be viewed holistically. This study tried to use analytical hierarchy process method to evaluate contract mining decision-making process and determine their relative importance in contract mining decisions. The results show that operational cost-based factors account for more than 55% of all the main criteria while competence-based factors are the least relevant with 3% in relative importance. Generally, quantitative criteria are more relevant than qualitative criteria as quantitative criteria can be more easily measured and monitored by decision makers than qualitative criteria. It is better to use mining contractors when either the life of the mining project is short and equipment life will not be fully utilised or when specialised skills sets are required for the project (Luxford, 1998; Kienzler, 2015; Rupprecht, 2015) . Keel (2018) lists the advantages of contract mining as economies of scale, ease of access to capital equipment, availability of skilled human resources, need for optimised mining and plant capacity, equipment utilisation rates, labour productivity and minimisation of the owner’s capital exposure. However, contract mining poses several risks to the owner. Contractors are tasked with balancing quality and quantity. Hence, the main operating risk of contract mining is quality (Choudhary, 2015) . For example, hard rock miners usually engage contractors to mine the waste while owner mining is used for the mining and processing of the ore to reduce the risk of dilution and losses (Allonby, 1998) . In that case the quality and safety of work is defined by the final pit wall conditions and floor grade which requires effective contract management between the client and contractor.
