Uruguay’s first national workshop engaged patients and caregivers to develop a consensus on the role and contributions of expert patients in HTA, fostering inclusivity and advancing decisionmaking processes. \nMethods: The workshop convened25representatives from17patient organizations, representing patients (72%) and caregivers (28%) from across Uruguay. Participants shared experiences through surveys and discussions, addressing key challenges, treatment impacts, and expectations. Consensus building activities defined expert patient roles, competencies, and training needs to ensure meaningful contributions to HTA. \nResults: The key challenges identified included disease acceptance, family and economic burdens, and treatment accessibility (72%) . Participants emphasized the importance of user-friendly, accessible, and affordable health technologies. The essential roles of expert patients included contributing real-world testimonies (88%), creating patient-friendly summaries (76%), and participating indecision-making processes. While 76 percent had communication skills, 52 percent lacked critical analysis training, and 92 percent emphasized the need for education on HTA processes and technical report interpretation. Participants valued structured training and expressed strong motivation (83%) to improve patient representation in HTA. \nConclusions: Uruguay’s workshop demonstrated the value of engaging patients and caregivers in HTA processes. The resulting consensus document highlighted the potential of expert patients to bridge gaps between technical assessments and real-world impact, promoting equity and inclusivity. These findings offer practical insights for strengthening patient involvement in HTA globally. \nPD84 Impact Of Public Debate On Health Technology Assessment Based Decisions: Brazilian Case Of Left Atrial Appendage Closure In The Supplementary Health Sector \nMaiara Antonio ([maiara.antonio@bsci.com](maiara.antonio@bsci.com)), Henrique Tortele, Anna Pereira and Murilo Contó \nIntroduction: Atrial fibrillation(AF) has ahigh economic burden for the healthcare system. Due to the emboligenic profile of AF, stroke prevention with oral anticoagulants (OAC) is usually recommended. For patients with AF at risk of bleeding who are contraindicated for OAC, non-pharmacological thromboembolism prevention therapies such as left atrial appendage closure (LAAC) is recommended. We aimed to incorporate the LAAC procedure into the Brazilian Supplementary Health Sector (SHS) . \nMethods: A scientific technical opinion (STO) including a literature review and economic and budget impact analysis was submitted to the National Supplementary Health Agency (ANS) . The STO was technically evaluated and a health technology assessment based ANS decision rite was followed. The rite was composed of an applicant defense meeting, publication of an ANS critical report, a preliminary decision, public consultation, a public hearing, presentation of the public consultation results, and a final decision. Applicants could participate in the defense meeting and all stages of public participation. \nResults: Arguing insufficient randomized controlled trials specifically addressing the OAC-contraindicated AF population and some concerns regarding the economic modeling, ANS preliminary decision was unfavorable to the incorporation. The ANS full critical report was published and received extensive responses from the applicants in the public consultation, which received 919 contributions. The main points addressed during public debates, includingthe public hearing were the ethical implications of allocating OACcontraindicated ","cbCaiqVdwf0iLm86","https://ap.wps.com/l/cbCaiqVdwf0iLm86","pdf",31394,"English","# Introduction\n# Methods\n# Results\n# Conclusions","[{\"question\":\"What was the purpose of Uruguay’s national workshop?\",\"answer\":\"To engage patients and caregivers in building consensus on the role and contributions of expert patients in health technology assessment (HTA).\"},{\"question\":\"How was the workshop structured and who participated?\",\"answer\":\"It convened representatives from patient organizations across Uruguay, using surveys and discussions to capture challenges, treatment impacts, and expectations.\"},{\"question\":\"What challenges and priorities emerged from the consensus process?\",\"answer\":\"Participants highlighted disease acceptance, family and economic burdens, and treatment accessibility, and they stressed user-friendly, accessible, and affordable health technologies.\"}]","Defining The Role Of Expert Patients In Health Technology Assessment - PD83 - Lessons From Uruguay’s National Workshop | PDF",1790712661]
