In IDA19, IDA Deputies and Borrower Representatives agreed that the CRW will extend its mandate to support early response to slow-onset crises, namely disease outbreaks and food insecurity that are still at an early stage of progression but have the potential to escalate into major crises. The IDA19 Crisis Response Window (CRW) Early Response Financing (ERF) will comprise up to US$500 million of the US$2.5 billion IDA19 CRW envelope, and complement the existing IDA crisis toolkit—including the traditional “last resort” CRW which is designed to intervene at a later stage, as well as the Catastrophe Deferred Drawdown Option (Cat DDO) whose trigger typically requires a country’s declaration of a state of emergency, the Regional Window 1, and risk pools among other sources. During the IDA19 discussions there were preliminary indications on the possible CRW ERF triggers that could be used, and Management committed to come back with further details.  \n2. This document follows up on the commitment to provide further information on the triggers that would inform the CRW ERF in IDA19 and their complementarity with other initiatives in the crisis toolkit. Management has worked closely with teams across the Bank to finalize the CRW ERF triggers and develop implementation arrangements in order to ensure the ERFis operational in July 2020. These triggers would be used to inform access to ERF resources through the pre-allocated Contingency Emergency Response Component (CERC), additional financing, or new project route. This note sets out details of this trigger framework for each of the two slow-onset types of crises that are included under the ERF, and their complementarity to other initiatives.  \nDisease Outbreaks  \n3. Table 1 sets out the pathogen coverage and severity thresholds that are proposed to guide CRW ERF allocation decisions for disease outbreaks. These are intended as a guide and while they build on the thresholds that were developed in the context of the earlier Pandemic Emergency Facility, unlike insurance, these are not meant to be “hard triggers”. These are aimed to guide allocation decisions in the majority of cases and help provide transparency in how the CRW ERF is deployed. In exceptional circumstances (e.g., cases of extreme country fragility with very high risks of cross-border transmission that could result in a regional epidemic or global pandemic), the CRWERF may intervene before these notional severity thresholds are reached. Such instances are expected to be kept to a minimum and would be subject to Board approval.  \n4. Management aims to ensure complementarity of the ERF with the newly approved Health Emergency Preparedness and Response Multi-Donor Trust Fund (HEPRTF) .2 First, the HEPRF would provide very upstream support. In the case ofan outbreak in a neighboring country ora global pandemic, the HEPRTF could help shore up readiness and response capacity even when a country’s number of confirmed cases is low and has yet to exceed the above thresholds (proportionate to the epidemic force, proximity of threat and likelihood of diffusion) . Second, the HEPRF would also provide support to countries in arrears and non-member states. Third, the HEPRF could pilot and evaluate new approaches which, where proven effective, could then be mainstreamed and scaled up under the Bank’s toolkit.
