on April 6 filed areport which suggests that the Law Enforcement Assis-tance Administration is ripe for a cut in the neighborhoodof $200 million in its fiscal year 1978 appropriation request. \nIn its annual recommendations to the full House ofRepresentatives, the committee proposed a $200 millionreduction in the overall budget category entitled “LawEnforcement and Justice,\"a cut“principally\"to belopped from the LEAA appropriation. \nWhile this suggestion is not binding,it may be takenas a harbinger of upcoming trouble in House deliberationson LEAA funding for the fiscal year beginning nextOct.1. \nAsked why the Budget Committee singled out LEAAfor cuts, staff aide Chuck Wiecking told CJN that LEAA is“a program which shall we say is not universally popular”with committee members. \nPossible decreases resulting from the Budget Com-mittee's comments would be in addition to the $50 millionreduction from this year's funding level that was proposedby the Ford and Carter administrations(CJN1/31 and2/28/77).The administration requests would bring LEAAfunding-including the Juvenile Justice Act-down from$754 million this fiscal year to $704.5 million in FY 1978,and the Budget Committee would amputate much further. \nSome observors have predicted that the House Bud-get Committee report could encourage that chamber'sAppropriations Committee to recommend whittling \ndown LEAA's budget for next year.As a possible portentof Appropriations Committee attitudes,Rep.John M.Slackchairman of the State-Justice-Commerce-Judiciary Subcom-mittee,expressed serious concern about LEAA's performanceduring an appropriation hearing on March 23. \nStaff aide John Osthaus told CJN that the sub-committee is expected to meet late this month to hammerout its recommendations. The committee recommenda-tions are expected to go to the floor in early June. \nSenate Action. The traditionally more pro-LEAASenate remained true to form as the Senate Budget Com-mittee on April 6 recommended no change in the admin-istration's request for the “Law Enforcement and Justice”category.Unlike its House counterpart, the Senate panelmade no proposals on appropriations for individual agencieswithin that category, according to staff aide John Giles. \nThe Senate Appropriations Subcommittee on State-Justice-Commerce-Judiciary is scheduled to begin hearingson the Justice Department appropriation request on April26-27. \nStaff member Warren Kane said","cbCailGm6bskc3f2","https://ap.wps.com/l/cbCailGm6bskc3f2","pdf",2910898,"English","# HOUSE
