instance,wouldestablish an anti-terrorist unitheaded by a newly created DeputyAttorney General and several othernew programs.  \nThe House,HR 2500,H Rept.107-139,has approved the budgetfor the fiscal year that begins Oct.1.The Senate bill,S 1215,has clearedthe Appropriations Committee.  \nBoth bills maintain funding forthe COPS hiring program at cur-rent-year levels of $1 billion.  \nHiring grants from fiscal 2002funds would be reduced,but the re-covery of funds unused in earlieryears would allow the Justice De-partment to keep the program at fis-cal 2001 strength.  \nThe budget bills and a House-passed authorization bill,HR 2215,create a new position at the JusticeDepartment for a monitor to overseethe FBI.  \nAttorney General John Ashcrofttook action earlier to allow the in-spector general to look into FBI is-sues without prior approval.  \nThe appropriations bills alsocall for major reforms of the FBI.  \nOigest  \nmaking deepcutsintheagency's budget and consolidating its opera-tions to tighten management.  \nThe Justice authorization bill,which is the first Congress haspassed since 1979,establisheswithin the department a permanentViolence Against Women Officeaimed at strengthening the govern-ment's commitment to fighting do-mestic violence,sexual attacks andstalking.  \nIn addition,it requires the Jus-tice Department to report to Con-gress on use of the Carnivore e-mailsurveillance system.  \nAlthough the FBI monitor hasgotten broad media attention,otherprovisions of the Justice budget willhave more far-reaching impact.  \nThe rise in terrorist threats fromforeign groups to domestic eco-terrorists and closer ties with Mex-ico spurred the Senate Appropria-tions Committee into new direc-tions.  \nThe Senate bill would create anInternational Law EnforcementTraining Academy in Mexico simi-lar to the International Law En-forcement Academies(ILEAs)inBudapest and Bangkok.  \nU.S.law enforcement agencypersonnel would manage the facility  \nPage 2  \nand conduct the courses,and in theprocess develop personal relation-ships with Mexican law enforce-ment personnel that would be in-valuable to future liaison and coop-erative international law enforce-ment activities.  \nThe Senate budget bill also di-rects the attorney general,in con-sultation and collaboration with thesecretary of state,to provide a re-port to Congress by May 12 on thefeasibility of establishing ILEA-Mexico.  \nThe Senate committee notedthat there is \"considerable confusionover jurisdiction”of federal activi-ties to deal with domestic terrorism.  \n\"In order to improve coordina-tion and centralize the policy-making structure for domestic ter-rorism within the Department ofJustice,the Committee recommendsthe creation of a Deputy AttorneyGeneral for
