The text argues that conventional ideals and legal traditions are insufficient to control modern criminal pressures, citing statistics on victimization, juvenile offending, and regional crime differences. It stresses the rising social and emotional costs, criticizes inadequate programs, and calls for action beyond government through broader civic commitment.",{"@graph":14,"@context":73},[15,34,56],{"@type":16,"itemListElement":17},"BreadcrumbList",[18,23,27,31],{"item":19,"name":20,"@type":21,"position":22},"https://docshare.wps.com","Home","ListItem",1,{"item":24,"name":25,"@type":21,"position":26},"https://docshare.wps.com/document/","Document",2,{"item":28,"name":29,"@type":21,"position":30},"https://docshare.wps.com/document/research-report/","Research and the Urban Crisis of the National Energency Commite of the National Councilon Crime and Delinquency,San Francisco,California,February 3,1969 \nfirst 9 months of 1968 over a similar period in 1967:that thetotal number of crimes reported in 1968 will be about 4.6million or about three quarters of a million more crimes thanin 1967. \nCOME TO YOU this evening to talk about crime—one ofthe most critical issues of our day.And I come, not only asAttorney General, but as a lawyer and a citizen desper-ately searching for ideas and solutions. You and I—here in therelative security of this ballroom—must not take comfort inthe historic palliative that crime is an old phenomenon. It istrue that crime has always afficted human society. It is alsotrue that all civilized societies have dedicated their resources tocontrol crime—to establish and maintain a code of conduct toserve the needs of the people. \nI \nThis year, one out of every 50 citizens will be the victim of acrime and one out of every 20 juveniles will commit a criminalact.Juvenile crime is increasing 300 per cent faster than theincrease in the juvenile population. \nIn the cities, the facts are even more compelling. Our urbanareas have 250 per cent more serious crime than our suburbanareas and 500 per cent more crime than our rural areas.Forexample,in crimes of personal violence,a Negro housewife inthe city is many times more likely to be mugged and assaultedthan a suburban housewife. \nWe have read of the aristocratic ideals of Plato's Republicwith its cynicism toward popular justice. The simplistic philos-ophy of the talionic law—\"eye for eye.\"The complexsyllogisms of feudalism which borrowed from Imperial Rome. \nEstimates for the future are bleak. The National CrimeCommission said that in the next decade crime will increasemore rapidly than the population. \nThe American public_must not be mollified by recollectionsof the past as in San Francisco 100 years ago when—and Iquote from a journal of the period—\"No decent man was insafety to walk the street after dark, while at all hours both dayand night, his property was jeopardized by incendiarism andburglary.” \nThe costs of crime continue to grow.In 1967,it was $27billion;in 1968,$31 billion—a cold evaluation that does notconsider the emotional scar of a disabled victim or a familywhose young son must be sent to a penal institution. \nIn this nation,we continue to combat crime drawing on thephilosophies of the great common lawyers of the 17th and18th centurie","cbCaikiLXE0aD2oK","https://ap.wps.com/l/cbCaikiLXE0aD2oK","pdf",2586121,32,"English","# Crime Prevention\n# Citizen Participation\n## The Cause And The Cure\n## The Right To Work\n## A
