ADVANTAGE\n\nDr.Lee P.Brown, nominated as the topWhite House drug control official, insisted May 25his office will work better now that PresidentClinton has drastically cut its staff. \nBrown,at his Senate Judiciary Committeeconfirmation hearing to head the Office of NationalDrug Control Policy(ONDCP),won bipartisanpraise but had to answer Republican criticism ofthe cutback. \nThe former police chief in Atlanta,NewYork City and Houston said that the drug office\"will be better suited\"to coordinate anti-drugstrategy at one-sixth its former size. \nBrown acknowledged the concerns overPresident Clinton's reduction of the office from 146staffers under the Bush Administration to 25. \nBut he testified,\"the office was never meantto recreate work already being done in the variousagencies;it was created to bring coherence to drugpolicy.\" \nBrown said Clinton \"has raised theimportance\"of the drug issue by elevating hisposition to Cabinet rank--giving the drug czar aseat at the Cabinet table. \nDespite Brown's defense, ranking committeeRepublican Orrin G.Hatch of Utah said he backedthe nominee but not Clinton's policy. \nHatch said he was \"concerned about some ofthe signals this Administration is sending...aboutits commitment\"to fighting illegal drugs. \nISSN 0011-1295 \nMay 31,1993 \nPage 1 \nIN THIS ISSUE- \nLEE BROWN:Sails Smoothly survey re-leased May 23 that state and local corporate crimeis on the rise, especially in areas of environmentalcrime and consumer fraud. \nThe report by the National Institute of Justice(NIJ),the Department's principal research arm, also called attention to special problems that arenow emerging in detecting, prosecuting and punish-ing corporate transgressions. \n(See CORPORATE CRIME,page two) \nCORPORATE CRIME,from page one) \nThe study called for greater coordinationamong Federal, state and local agencies tocounter economic and environmental crimescommitted by big and small businesses.Isolat-ed enforcement efforts by individual agenciesare insufficient,it said. \n\"Complex and often technical circum-stances make such cases costly and difficult toprosecute, and the extra time and labor in-volved frequently strain local resources,\"saidNIJ Acting Director Michael J.Russell.\"Thestudy points out that better communicationsamong Federal, state and local officials isneeded to successfully prosecute these crimes.\" \nSuch cases were once handled almostentirely through Federal enforcement efforts. However, since the National District AttorneysAssociation(NDAA)established its EconomicCrime Project in 1975,local district attorneysbegan taking corporations to court for a grow-ing variety of offenses, including violatingoccupational safety regulations and illegallydumping toxic wastes. \n## Typical Offenses\n\nPart of the NIJ study was based on theresponses 419 local prosecutors made to aquestionnaire about their corporate crime case-loads.The percentages of surveyed
