January 1987 surveyof 306 of Florida's 374 local law enforcementagencies showed that 80 percent of the respondingofficials felt that crack was a problem in their area.He said that 88.1 percent of the local officialsreported that crack had been a problem for at leastsix months and 45.5 percent of that total said theyhad been dealing with crack sales for more than ayear.  \nDempsey attributed the
