VICE-PRESIDENT \nReformation Movement Attached \nBy Richard J.O'ConnellPublisher,Washington Crime News Services \nThe Chief of Police of Syracuse,N.Y.,Thomas \nJ.Sardino,is currently the second vice-president ofthe International Association of Chiefs of Police(IACP).In the ordinary course of events, nextOctober at the IACP Conference in Detroit Sardinowould stand for election to first vice-president.The move is considered almost autonatic. In ourshort memory,we don't believe anyone has everstood for election in opposition to an incumbentvice-president.The only glitch to this was severalyears ago at the IACP Conference in San Antoniowhere the incumbent was about to assume theoffice of presidency and was challenged from thefloor.Chief Hockaday of the Missouri State Patrolwas between jobs.He did not fulfill the Constitu-tional requirement of being a chief of a law enforce-ment agency at the time he was to assume office. Therefore,he could not become president of theIACP. \nNevertheless,Tom Sardino will be challengedthis year.Chief Kenneth Madejczyk of Grandville,Mich.,and Chief Ronald H.Drew of Faribault,Minn.,have filed for the office. \n\"We are not running against Tom Sardino,\"Madejczyk told Crime Control Digest.\"We arerunning for first vice-president.It is our intent topresent the membership with an alternative. It isour stated purpose to challenge the
