Technology To CutCrime Without Adding New Officers \nThe Los Angeles Police Depart- rment is utilizing three new techno- logical systems to fight crime in LosAngeles. \nLast year, the department de-ployed a remote camera surveillancesystem to identify, track and recordcriminal activity in a high-riskneighborhood park. \nSince the installation of the sys-tem in January 2004,the departmentsaid, crime in the park and the areaimmediately surrounding it has beendramatically reduced without the in-crease of any officers. \nAdditionally,property values andbusiness revenues have risen, and thepark is once again a family destina-tion. \nThe “intelligent”software identi- fies human movement within desig- nated areas, thus enabling officers to \n \n \nThe department said the projecthas become a model for public-private cooperation in addressing theneeds of municipal police authorities, where the demand for services is out-pacing available staffing. \nThe camera surveillance systemis equipped with \"intelligent\"videocapabilities and facial recognitionsoftware that will assist with the en-forcement of laws in and around thepublic areas of the park. \n remotely identify and monitor suspi- cious activities. If criminal activityoccurs, the suspect is kept under re-mote surveillance while police offi-cers are immediately dispatched totake appropriate action. \nThe second major technologicalinnovation within the same Los An-geles inner city community involvesfacial recognition software. \nThis system works with the cam-era surveillance system. \nFacial recognition software hasthe ability to analyze images of hu-man faces for the purpose of com-parison and identification. \nThe software works by digitallycapturing images of human faces, andthen comparing those facial imageswith images previously stored in adatabase. \nThe software allows for the scan-ning of fugitive suspects within thetarget area.It can also be deployed ina patrol vehicle to assist in the effi-cient identification of members ofcriminal street gangs who have beenserved with permanent gang injunc-tions. \nArrests,however,are not madesolely upon the automatic facial rec-ognition software. The software is used merely as a tool to browse morequickly and efficiently through a po- \nPage 2 \nCRIME CONTROL DIGEST \ntentially large database of facial im-ages. \nThe responsibility to conduct aninvestigation to confirm the identityof persons, who have been prelimi-narily identified by the software,re-mains with the investigating officer. To date, there have been 19 arrestsmade with the assistance of facialrecognition software. \nThe third and newest,technologi-cal application to law enforcementwithin the same high-crime area is anautomatic license plate recognitionsystem. \nA patrol vehicle has beenequipped with both forward and rearfacing
