pro-cedures for debating the crime bill Sept.24,andthen,hopefully,the bill will go to the floor Sept.  \n25.  \nMeanwhile,President Bush continues to fightcertain portions of H.R.5269 as it is now written.On Sept.12,at a White House meeting with pro-secutors,he said the crime bill,as approved by theHouse Judiciary Committee,\"handcuffs thepolice”and he would veto it if it is sent to him inits present form.He primarily objects to pro-visions allowing death penalty appeals based onracial statistics,which would effectively wipe outcapital punishment,Bush argues.  \nMeeting with reporters in News Services  \nA new survey of 30 American cities has foundthat drug-related crime and both hard-core andcasual drug abuse are up sharply in most places—alarming numbers that run contrary to recentreports by a wide range of Federal Governmentofficials and agencies.  \nAccording to the survey,released on Sept.19by the U.S.Conference of Mayors,drug-relatedcrime increased in 82 percent of
