the ris-ing level of public respect since the terror attacks, but some govem-ments with budget shortfalls arethrowing up walls of resistance. \nNew York City police havetaken to the streets to demonstratefor double-digit pay hikes, while of-ficers in Sacramento fear that gen-erous buyouts to retire veterans hascleared the way for the city to hirelow-cost replacements. \nBetween the seaboards, policedepartments in Kentucky and Texasfear cannibalization from the scar-city of officers and the attractivesalaries the federal government andsecurity agencies are offering. \nIn New York, thousands of po-lice officers rallied in Times Squareto demand better pay. \nThe Patrolmen's BenevolentAssociation said uniformed officerswho have been working without acontract for 15 months were upsetthat a state arbitration panel mightsettle 5 percent annual raises on of-ficers seeking 11.5 percent. \nIn Sacramento, negotiationsbetween the union and the policedepartment collapsed over interimstaffing to help ease the strain from \nlarge numbers of retirements thatbegan in July. \nThe plan was to immediatelyfill some of the 42 retirement va-cancies with part-time help from thesame officers who had taken thepension buyout. \nDavid Topaz, president of theSacramento Police Officers Asso-ciation,said the city is trying to un-dercut the remaining officers. \nSacramento Police Chief ArturoVenegas Jr.said he wants to use re-cently retired officers for only aboutsix months while the academygraduates new recruits. \nSacramento offered a generouspayoff to experienced officers.Un-der the plan, officers who are 50and over can begin drawing a pen-sion equal to 3 percent of their lastyear's salary, multiplied by thenumber of years they worked. \nThe retirements have cut theuniformed force to 89 percent of itsauthorized strength of 706. \nSacramento plans to fill the po-sitions with young officers who re-sponded to a successful $500,000recruiting campaign. \nIn Kentucky, the State Policeare taking advantage of a newstatewide program that immediatelyqualifies experienced officers from \nPage 2 \ncrime fell from about 28 per 1,000to about 25 per 1,000. \nsmall overall property crime ratefell 6 percent between 2000 and2001 because of a 6 percent de-crease in theft and a 10 percent de-crease in household burglaries. \nThe car theft rate was up 7 per-cent.
