CRIMECONTROL\n\nCongress Okays $3 Billion To CombatViolence Against Women In Crime Bill \nCongress sent the White House a sweeping anti-crime bill that in- cludes more than $3 billion to ex- pandtheViolenceAgainstWomen(VAW)program. \nThe bill more than doubles funding allowed in the previous act, which expired Oct.1.It providesnearly $1 billion over five years tohelp prosecutors track down domes-tic abusers,$875 million to expandshelters for battered women and$140 million for grants to stop vio-lent crimes against women on col-lege campuses. \nThe program continues to allo-cate 25 percent of VAW grants topolice and 25 percent to prosecu-tors,but increases from 25 percentto 30 percent the funding of domes-tic violence services.Federa alloca-tions to states decline. \nThe bill also allocates a portionof the funding to rural police, prosecutors and victims'servicesprograms. \nBesides the formula grants, thebill establishes grants awardedcompetitively for innovative pro-grams. \nIn working to adjourn the 106thCongress,legislators rolled VAWreauthorization and several othercrime bills into omnibus legislation,HR 3244. \nThe Clinton administration set a \nhigh priority on renewing VAW,which t estimates has cut familyviolence incidents by 21 percentsincethelaw's enactment in1994. \nThe national program has alsostimulated states to increase theiremphasis on domestic violence.Al-though long considered to be a so-cial problem that involved families, some 15 percent of all police offi-cers killed in the line of duty diehandling domestic violence calls. \nThe legislation has provisionsthat would force states to pay costswhen a criminal is released fromprison and commits a crime in an-other state.Federal funds for thefirst state would be transferred tothe second. \nThe measure is also expandedto include programs to prevent dat-ing violence, provides grants to ad-dress campus crimes against womenand increases funds for prosecutorsto pursue domestic abuse violations. \nA new provision authorizes $95million to combat international sextrafficking of women and children. Some 50,000 so-called sex slavesenter the United States each year. \nThe bill also increases penaltiesfor smugglers of human beings todouble the price that the smugglerreceived for getting the illegal alieninto the U.S.Some Chinese alienshave paid as much as $50,000.The \nmaximum fine currently for humansmuggling is $3,000. \nHuman trafficking has becomethe third largest source of incomefor international organized crime af-ter drugs and guns. \nDetails of the bill are availablein the congressional conference re-port that accompanies HR 3244. \nInf.:Copies of the conference reportare available from the House and SenateDocument Rooms,202-226-5200.202-224-7860 or
