It highlights fragility drivers including volatile and undiversified copper-dependent revenues, dysfunctional governance and patronage, economic fragmentation, and an underdeveloped financial system with low inclusion and scarce long-term credit. It identifies opportunities from resilient foreign-exchange sources, fiscal revenue formalization, and mobilizing faith-based organizations, alongside recent policy reforms that enable a focused, sector-led strategy.","Disclosure Authorized Public Disclosure Authorized Public Disclosure Authorized \nPublic \nCOUNTRY PRIVATE SECTOR DIAGNOSTIC \nCREATING MARKETS IN THE DEMOCRATIC REPUBLIC OF CONGO \nPutting Natural Resources to Sustainable Productive Use \nExecutive Summary \nMarch 2022 \nAbout IFC \nIFC—a member of the World Bank and member of the World Bank Group—is the largest global development institution focused on the private sector in emerging markets. It has been in a state of conflict and fragility for the better part of the past 40 years. Pervasive economic governance problems and various crises (national security and the COVID-19 pandemic that followed 10 previous Ebola outbreaks) continue to simmer throughout the Democratic Republic of Congo, partially brought on by issues with neighboring countries. Given its high population growth (3.3 percent annually), the Democratic Republic of Congo is faced with a population expected to reach 400 million in 50 years, making Kinshasa the largest city in Africa alongside Lagos. There is, therefore, an urgent need for the country to adopt a strong, sustainable growth path. This will require a growing private sector to meet the country’s needs. \nThe worldwide demand shock following the COVID-19 crisis has added to the numerous challenges the country has been facing in recent years, underlining the urgent need for economic reform. One possible positive result should be the development of new, more resilient sources of foreign exchange other than copper: strategic raw materials such as rare minerals and cobalt, import substitution of food products, and carbon financing to leverage its forest resources. Another result might be the increase and formalization of the domestic sources of the Democratic Republic of Congo’s fiscal revenues. The country should also mobilize and support the vast network of faith based organizations (FBO) to aid in helping the population get through the COVID-19 pandemic. \nPrivate sector growth should be considered in this context as a potential response to strong drivers of fragility. The sources of fragility in the Democratic Republic of Congo are multiple, the mo","cbCaidJWqBhOUGdB","https://ap.wps.com/l/cbCaidJWqBhOUGdB","pdf",846681,4,1,17,"English","en",105,"# Executive
