This Country Partnership Framework (CPF) sets out how the World Bank Group (WBG) will support Kazakhstan’s ambitious development plans, by focusing on policy and institutional reforms, and innovative investments and guarantees, that catalyze private capital and contribute to regional and global public goods.  \n2. Kazakhstan, an upper-middle-income, landlocked, asset-rich economy, faces the limits of its natural-resource-dependent and state-dominated development model. Over the past two decades, the country has made significant progress in developing its economy and reducing poverty. However, growth dividends have recently been unequally distributed as wealth inequality, including between locations of this immense territory, is on the rise. Also, there is mounting pressure to create better quality jobs for a growing and increasingly welleducated young population. These trends have challenged the current resource-dependent growth model and call for an alternative development path that provides sustainable and private sector led growth with both equity and jobs.  \n3. Gains from first generation reforms are subsiding as the transition to market has slowed down. Productivity and investment efficiency have been too low to act as sustainable growth engines. The country has the assets and capabilities to shift toward a more diversified, privateled growth path. The Government has recognized the need for this shift as articulated in its National Development Plan.
