The World Bank Group's (WBG) Country Partnership Framework (CPF) for Benin FY27–36 is designed to accelerate the creation of more and better jobs. The CPF supports Benin’s Alafia 2060 National Development Vision, which aims to build an industrialized, inclusive economy with jobs and social services for all. The Vision emphasizes the pursuit of economic transformation, seeking to reduce Benin’s dependence on primary exports—particularly cotton—and informality. This CPF aligns with the WBG’s 3-by-5-by-7 Jobs Framework[1] targeting four sectors with high job potential– agribusiness, valueadded manufacturing, tourism and “access to finance”. These priorities also tackle climate change risks to build a resilient labor demand and supply consistently with the Country Climate and Development Report recommendations. 1 It directly tackles gaps in infrastructure and barriers to private investment to unlock Benin's growth potential in agriculture, tourism, and regional trade, aiming to create at least 250,000 jobs annually. The CPF intends to leverage regional programs to enhance Benin’s role in West African Economic and Monetary Union (WAEMU) and the Economic Community of West African States (ECOWAS), focusing on connectivity, trade, coastal protection, regional integration and social cohesion.  \n2. Benin has demonstrated consistent and robust macroeconomic performance over the past decade, achieving lower-middle-income status in 2020.
