The country’s current growth trajectory will only achieve 80 percent ofthe HIC target by 2045 and the share of middle-class jobs has fallen from 14 to eight percent between 2019 and 2023. The expansion of private sector jobs is hindered by weak firm dynamism, as all but the largest enterprises face challenges of regulatory barriers, limited access to finance, lack of protection against abuse of dominance by incumbent firms, and uneven adoption of technology. For Indonesia to accelerate growth and generate investment in modern industry and services that create good jobs, it needs to combine its foundational drivers of competitiveness (public sector governance, infrastructure, human capital), and macro management fundamentals with faster progress on efficiency drivers ofcompetitiveness (finance, business regulations, competition policy, trade) . These are needed to generate the demand for more productive and better jobs, and will have positive spillovers on financial sector development and incentives for human capital development.
