This World Bank Group (WBG) Country Partnership Framework (CPF) outlines a focused strategy to support Nigeria to accelerate inclusive growth and create more and better private sector jobs. Under the Renewed Hope Agenda, the government holds the ambition to transform Nigeria into a dynamic one trillion-dollar economy by creating tens of millions of new and better private sector jobs, achieving annual GDP growth rates of 7 percent, realizing the full potential of its human capital, and accelerating much-needed poverty reduction.  \n2. Nigeria, Africa’s largest country by population and one of its largest economies, stands at a pivotal moment in its development. Growth and job creation over the past decade have been weak, driven by structural rigidities, policy missteps, oil dependency, and repeated external shocks. Despite recent bold reforms stabilizing the economy and laying the groundwork for the Renewed Hope Agenda, significant structural challenges remain. Most of the labor force is trapped in low-productivity, low-paying informal jobs. With the labor force growing faster than the economy, 3–4 million youth enter the market annually with few prospects, and one in four are not in employment, education or training. Power is a critical constraint; over 86 million lack electricity, and unreliable supply cripples firm growth. Consequently, 139 million Nigerians live in poverty—concentrated primarily in the North, reflecting stark geographical disparities. Sustaining macro-fiscal and structural reform momentum is essential to reduce inflation, expand fiscal space, and translate recent stabilization gains into tangible improvements in living standards for all Nigerians.  \n3.
