Financial Envelope and Instruments  \n1. The Country Partnership Framework (CPF) for Argentina for FY26–FY33 has been prepared under a One World Bank Group (WBG) approach and is supported by robust financing strategies and carefully designed implementation arrangements. The CPF supports Argentina's historic reform opportunity to achieve a structural break from the past, placing the economy on a path toward sustained, private sector-led growth, job creation, and access to international markets, building on the macro-fiscal stability that the Government's stabilization program is restoring. To deliver this agenda, the WBG will leverage its convening influence and comparative advantage to integrate financial support with knowledge sharing, technical assistance, advisory services, and aligned partnerships.  \n2. The WBG intends to grow and diversify its country portfolio, beginning with an initial allocation of up to US$11.3 billion for FY26–FY28. This projected financing includes up to US$3 billion from the International Bank for Reconstruction and Development (IBRD) 1 , US$5 .5 billion from the International Finance Corporation (IFC), and US$2 .8 billion from the Multilateral Investment Guarantee Agency (MIGA), all directed toward supporting the four CPF outcomes. These outcomes are designed to guide future WBG financing toward areas identified as priorities for the Argentina-WBG partnership. After FY28, future allocations will be based on Argentina’s macroeconomic performance and the trajectory of its reforms, ongoing dialogue with the country, its selection of financial instruments, and other considerations.  \n3. To effectively respond to the Government of Argentina (GoA)’s needs, IBRD will continue adapting its program to better align with Argentina’s new fiscal and development landscape. To support the implementation of the stabilization program and align the existing portfolio with the GoA ’s new priorities, including the shift of infrastructure investment from the federal to the provincial level, IBRD has revised its business model. This involves supporting the federal government with critical policy reforms and associated implementation, while shifting investment lending to provincial governments. Due to severe budgetary constraints under the stabilization plan, the GoA and WBG conducted a comprehensive portfolio review that started in December 2024, resulting in a strategic reset focused on results and fiscal prudence. This process led to more than US$2 billion in cancellations across 13 projects.  \n4. IBRD’s financing strategy for Argentina features a phased lending envelope and a tailored mix of instruments, including knowledge support, aligned with federal priorities and provincial development needs, starting with an initial program of up to US$3 billion through FY28 . To support the GoA’s ambitious reforms, the CPF will employ a strategic mix of performance-based instruments, including Investment Project Financing (IPF) with Performance-based Conditions (PBCs) and Programfor-Results (PforR), and Policy-based operations including Development Policy Financing (DPF) and Policy-Based Guarantees (PBG) . To ensure long-term impact, especially at the provincial level, the CPF will employ regular IPFs as well as IPFs with PBCs. The GoA has also expressed interest in deploying new direct lending tools using Multiphase Programmatic Approaches (MPAs) to provincial governments, aiming to achieve impact at scale.  \n5. IFC will implement a program of up to US$5.5 billion during the initial half of the CPF to support Argentina’s shift toward private sector-led growth. IFC is exploring investment opportunities in strategic sectors such as mining, renewable energy, logistics, agribusiness, forestry, education, and financial institutions.
