This World Bank Group (WBG) Country Partnership Framework (CPF) sets out how the WBG will support India’s ambitious Viksit Bharat agenda1 through prioritizing innovative investments, catalyzing private capital, enhancing domestic capacity, and embedding cutting-edge knowledge in operations.  \n2. India’s recent progress provides a solid foundation for achieving its transformative vision of a prosperous future. India is today the world’s most populous country, its fourth largest economy, and a growing economic leader abroad. Over the past two decades, living standards have tripled2, and hundreds of millions of people were lifted out of poverty3. The world’s fastest-growing large economy, India has developed global leadership in high-skill activities, such as IT and business services, as well asthe engineering of manufacturing goods and software. A unique digital public infrastructure model has enabled financial inclusion and service delivery at scale. This posiMons India to achieve a feat that few countries have managed: becoming a high-income economy in a generaMon.  \n3. To achieve Viksit Bharat, India must tackle old challenges and seize new opportuniPes. It is still a lower middle-income country4; a significant share of its population is vulnerable to shocks, and only a minority is firmly anchored in the middle class. India’s economy is resource-intensive and exposed to water and heat stress. TransiMoning from middle-to high-income will require qualitaMve changes in the growth process, centered around (i) infusion of technical and managerial know-how through trade, foreign direct investment (FDI) and stronger value-chain linkages between global and domesMc firms and their MSME suppliers, as well as (ii) inclusion through scaling-up quality job creaMon and addressing constraints to female labor force parMcipaMon.  \n4. India has clear expectations from the WBG. The Government of India has asked the WBG to anchor this CPF in Viksit Bharat and its economic underpinning of job-rich private sector-led growth with fiscal prudence, using a Budget Plus approach (leveraging public funding with private capital) and a Finance Plus approach (enriching financing of projects with global knowledge and tailored capacity building) to sharpen selectivity. Consultations further identified priority areas for WBG support: rural prosperity, resilience and climate adaptation; urban development; investing in people, the economy, and innovation; energy security; promoting manufacturing, especially through MSMEs; supporting Indian private sector firms internationally; and next-generation reforms of factor and product markets.  \nA program to boost job creation in the private sector  \n5. The main objective of this CPF is to facilitate faster and better job creation by the private sector, through integrated place-based approaches (Outcomes 1-2) and investments in physical and human capital foundations (Outcomes 3-4), underpinned by cross-cuYng knowledge and policy advice, as well as strategic investments to crowd-in private capital, in line with the Budget Plus approach.  \n6. Outcome 1: Fostering rural prosperity and resilience, for better opportunities in rural areas: With 60 percent of Indians living in rural areas, and almost half the population deriving their primary livelihood from agriculture, rural prosperity is rightfully at the core of India’s development agenda.
