Communist subversive wars.Bothextensions have underscored the political dimensions offorce in international politics.  \nThe Center for International Affairs has been concernedsince its inception with the evolving role of force.The im-pact of nuclear weapons has been a continuing interest ofThomas C.Schelling,Henry A.Kissinger,and others atthe Center.Morton Halperin has been concerned with writing on this subject,he can draw on anunusual range of experience.Born in Tunisia in 1919(theson of a French citizen),he spent most of his boyhood inCasablanca and,after taking his baccalaureat there in1938,chose a French Army career.Following graduationin 1940 from the French Military Academy at Saint-Cyr,he fought in the European theater during World War II.From 1945 to 1948,he was assigned to China.Then cameeighteen months(in 1949-50)in Greece as United Na-tions Military Observer.For the next five years,he was inHong Kong as Military Attaché.Then,from 1956 to 1958,he served in
