Governance and institutional set-up  \nClimate change represents a major challenge for Côte d’Ivoire’s public sector institutions, public finances, and social cohesion. Emergency climate-related expenditures to respond to floods, droughts, food security, or coastal erosion, exacerbate pressures on the limited budget and divert funds from investments and social spending. Moreover, climate change puts a strain on limited human resources and institutional capacities for policy planning, coordination, and policy implementation and monitoring. Finally, climate change is a driver of fragility and could undermine social cohesion and the social contract. In the context of an increasingly unstable sub-region and high youth unemployment, areas most affected by climate change could become more vulnerable, including remote border areas with limited state presence.  \nInstitutional responsibility for the climate change agenda is spread across multiple public sector institutions, increasing the risk of fragmentation and need for coordination. Reflecting the crosscutting nature of climate change, multiple institutions engage in climate change matters in Côted’Ivoire. For instance, while the direct responsibility for Côte d’Ivoire’s Nationally Determined Contributions (NDC) lies with the Ministry of the Environment and Sustainable Development, many other institutions are involved in its governance and implementation, including the Prime Minister’s Office (which recently also established a new Delivery Unit to monitor priority projects), the Ministry of Economy and Finance, the Ministry of Budget, the Ministry of Planning and sectoral ministries. Coordination across the different departments could be further enhanced to ensure greater synergies, coherence, and impact of the respective activities. Also, Côte d’Ivoire also established in 2014 the National Climate Change Program (PNCC) under the Ministry of Environment and in 2016 the Directorate for Climate Change to serve as operational bodies to coordinate action on climate change.
