23,1972 \nWASHINGTON--IN A DECISION THAT COULD UPSET THE TRADITIONAL SECRECY SUR-rounding federal parole procedures,a federal judge here ordered the chairman of the U.S.Board of Parole to submit to questioning by attorneys for federal prisoners。After a hearingin U。S。District Court,Judge William B。Bryant decided to order George J。Reed, the paroleboard chairman,to appear at a Washington law office for an interview regarding the way inwhich the board desides who will be paroled。 \nTraditionally,the parole board has maintained strict secrecy regarding the basis forits decisions。Prisoners are not told what information is submited to the board and are givenno detailed explanation when they are denied parole。Reporters from The Washington Post whorecently conducted interviews in federal prisons found that a major grievance of inmates wasthe parole board's refusal to explain its decisions. \nBryant's ruling last week was also a significant departure from the traditional hands-off policy applied by the federal courts to parole procedures。The traditional stance of thefederal courts has been that an individual has no constitutional right to parole and that there-fore the courts have no authority to review parole board actions, \nBryant's ruling came in a suit originally brought by Wallace Russell Childs Jr。,a pris-oner at Lewisburg Federal Penitentiary, and later extended into a class action suit on behalf ofall federal prisoners。The attorney for the prisoners is Steven R.Brodsky of the law firm ofWilliams,Connolly and Califano。 \nThe suit itself seeks several changes in parole procedures. The prisoners ask that: \n● The board give some sort of explanation for its actions, based on the facts in eachindividual case。 \n● The board establish general standards on which it makes individual parole decisions。 \n● The board allow each prisoner to have a representative (not necessarily an attorney)who may look at the information submitted to the parole board and may then respond to it。 \nWASHINGTON…-A PRISONER'S RIGHT TO SAY WHATEVER.HE LIKES IN HIS DIARY WASupheld 9 to 3 by the federal appeals court here。The court also ruled that a prisoner punishedin a way that he
