sharp contrast tothe President's pronounced views on law andorder, the federally-supported National AdvisoryCommission on Criminal Justice Standards andGoals has just presented Attorney General Elliot \nL.Richardson and LEAA Administrator Donald \nE.Santarelli with a 636-page report which de-clares that most criminals should be treated asleniently as possible, because the tough approachhas failed;prisons should be reserved for onlythe hard-core criminals;many offenders shouldgo free with no more punishment than arrest andtrial;and inmates of the nation's prisons shouldbe guaranteed virtually all the civil rights of othercitizens including conjugal visits. \nThe startingly liberal report was issued bythe commission as part of a two-year study finan-ced with a $1.75 million federal grant.\"Thesechanges must not be made out of sympathy forthe criminal or disregard of the threat of crimeto society. They must be made precisely becausethat threat is too serious to be countered by inef-fective methods,\"the commission report stated, adding that at present,\"Recividism rates arenotoriously high.Institutions do succeed inpunishing but they do not deter....The mysteryis that they have not contributed even more toincreasing crime.\" \nThe lengthy,well-defined report containsnumerous recommendations, setting standardsfor the rights of offenders, establishing jurisdic-tional safeguards for juvenile delinquents andemphasizing diversion and reintegration of crim-inal offenders into the community. The commis-sion urges all
