Costs Push LouisianaToward Weaker Sentencing Laws\n\nLouisiana's legislature willweaken sentencing laws to deal with an overcapacity inmate popula- budget over $600 million. \nThe state projects it would needto begin a construction program toexpand capacity 12 percent by 2003if current trends continue. \nIn a major step to addres theissues, the Senate approved reformsthat would free thousands of non-violent inmates and reduce sen-tences for thousands of others. \nThe changes would trim operat-ing costs that even the most ardentlaw-and-order legislators admit arespinning out of control. \nBy freeing nonviolent offendersand those who have served morethan 20 years and assigning othersto community-based programs, thestate would slash about 10 percentoff a budget that rose from $571 infiscal 2000 to $608 million in fiscal2001. \nThe cost per day for an offenderin a community-based program av-erages $18.25 compared with prisoncosts that average $39.56 and soaras high as $46.13 at the StatePenitentiary in Angola. \nLouisiana's adult prisons held \n19,057 inmates and jails housed \n16,159 in the last fiscal year,about1 percent over capacity.Juvenile fa- cilities were at capacity with 11,712 \nThe state had a total of 105,788offenders incarcerated or on proba-tion and parole last year that wasthe nation's highest per capita ratioof inmates to population. \nWith 83 percent of its membersvoting in favor the Senate elected toend mandatory sentences for non-violent offenders, reduce sentencesfor drug possession and raise thestandard for a life sentence. \nThe lawmakers also decided tocreate a risk-review panel thatwould determine the dangers to thecommunity if some inmates werefreed before completing sentences. \nSenate President John Hainkeldescribed passage of the measure as\"momentous.\"Hainkel began pro-moting community alternatives toprison last year and this year ex-panded his goal to enactment of amajor reform law. \nGov.Mike Foster supports thelegislation, which is expected to geta favorable reception in the Houseas well. \nThe pending criminal reformpackage would give judges morediscretion to determine whether an \noffender should be incarcerated,as-signed to drug court or released intoa community program. \nUnder the proposed law,man-datory prison time would be elimi-nated for such crimes as simpleburglary of an inhabited dwelling,Medicaid fraud, prostitution, theftof a firearm, skimming of gaming, obscenity and simple possession ofsmall quantities of drugs. \nThe proposed law also cuts inhalf mandatory minimum andmaximum sentences for drug pos-session with intent to distribute.Thesentence would increase with theamount and kind of drugs involved. \nMore than 40 percent of thestate's 35,500 inmates are servingtime for drug-related offenses. \n# EARLY RELEASE EASESCROWDING IN HAWAlI\n\nThe Hawaii Public Safety De-partment has begun to release low-risk offenders to ease overcrowding. \nParole officers are complaining, however, because the policy has in-creased their caseloads.Parole offi-cers are now carrying more than100 cases each. \nState officials said they beganthe program quietly in March whenthe prison system exceeded capacityby more than 200 inmates. \nUnder the program, offendersare excused fr","cbCaimhGZCsqQBh1","https://ap.wps.com/l/cbCaimhGZCsqQBh1","pdf",2572963,"English","# IN THIS
