prisonsfor federal offenders on an as- needed basis instead of constructing new facilities or expanding existingunits. \nBush outlined the plan insubmitting a budget plan for thefiscal year that begins Oct.1. \nCongress must approve thechanges the president is seeking. \n\"Between 1993 and 2001,thefederal government has spent over$4 billion constructing newprisons,\"the president said. \n\"During that time, the federalprison population has grown byover 76 percent, from 88,565 in1993 to 156,572 in 2001.\" \nDuring that period the federalgovernment constructed 18 newprisons and began construction onanother 18.Rather than expand thenumber of prisons from the currentcompleted and pending 118,Bushwould purchase private prisons \nBush said rapid growth of theinmate population has createdproblems in planning, funding andbuilding new facilities. \nThe president also noted stateprison populations are beginning todecline in some areas, creatingpotential for unused space that the \nfederal government could acquire. \nThere are also several private prisons built on speculation that areempty or lightly used and somenewly constructed county jails areoperating below capacity. \n\"Purchase of excess privatesector and other correctionalfacilities may offer an affordablealternative to federal construction ofadditional prison space,\"Bush said. \nHe said the Justice Department\"will evaluate the feasibility ofpurchasing private facilities for useby BOP. \n## BUSH EYES DEEP CUT INALIEN AID,OTHER FUNDS\n\nPresident Bush wants to reduceby more than 50 percent federalcontributions to state and localgovernments for prison-relatedprograms including grants forholding alien offenders. \nBush wants Congress to trim oreliminate many other state and localgrant programs, which he claimshave outlived their usefulness or areineffective. \nIn submitting a budget plan forfiscal 2003,Bush cited thefollowing programs for reduction orelimination: \n· State Criminal AlienAssistance Program(SCAAP). \n·Byrne formula grants. \n● Local Law EnforcementBlock Grants \n·Juvenile AccountabilityBlock Grants. \n\"Despite spending billions ofdollars since 1994,virtually noevidence exists proving that theseprograms have had an impact on thenation's falling crime rate, and allperformance,\"Bush said. \n“SCAAP is not even intended toreduce crime, but merely togovernment expenditures.” \nBush proposes to consolidatethe accounts into a new JusticeAssistance Grant Program with$800 million in funding.Thereformated program would alsoinclude the COPS hiring program, that is funded at $1 billion in thecurrent year. \nThe plan calls for a majorreorganization of federal assistanceto state and local prisons and jailsand radical reductions in federalcontributions. \n## RESURRECTION SET FORFAITH-BASED INITIATIVE\n\nPresident Bush resurrected afaith-based initiative that Congresskilled last year. \nTo give the proposal morestrength in the
