Convention-\n\nPrimer \nFriday,January 10,1986 \n# SZastS cotwD partAT NCAA CONVENTION OVER FRESHAN BLIGBLITY,DRUG TBSTNG\n\nControversy and high drama will fill the bill when delegates gather at nextweek's 80th annual National Collegiate Athletic Association(NCAA)conventionin New Orleans to vote on the volatile issue of new eligibility requirementsfor freshmen athletes. \nProposal 16,which would amend the NCAA's so-called Proposition 48,will be thefocus of most of the fireworks, according to reliable sources.Several pres1-dents of schools with high black enrollments plan to walk out of the conven-tion,according to one source,in protest to the NCAA's proposed eligibilityformula, which they say would continue to discriminate against black athletes. \nProposal 16,agreed upon late last year by theNCAA Presidents Commission and the NCAA Council, would gradually increase over the next threeyears the minimum high school grade point aver- \nage(GPA)a college freshman would need to participate in intercollegiate ath-letics but would lower required minimum scores on the Scholastic Aptitude Test(SAT)and the American College Testing(ACT)exam(HED,Nov.6,1985)。 \nSome higher education institutions affiliated with the 116-member National As-soclation for Equal Opportunity in Higher Education(NAFEO)have threatened towithdraw from the NCAA over the issue, according to NAFEO President SamuelMyers.Should Proposal 16 pass next week,NAFEO may pursue litigation againstthe NCAA,he added. \nMyers said NAFEO-affiliated schools do not believe the new formula is an im-provement over Proposition 48。\"It is just a rehash,a cosmetic change of thesame old rule.\" \nProposal 16 would establish a limited sliding scale that would allow a freshmanwith a high school GPA as low as 1.8 on a four-point scale and a combined SATscore of 740 or an ACT score of 17 to participate in intercollegiate athleticsfor the 1986-87 academic year. \nSubsequently,that standard would be altered for prospective freshman athletesin 1987-88.At that time,a student would need a high school GPA of at least \n1.9 and a combined SAT score of 720 or an ACT score of 16 to play.In 1988,the requirements would be modified again to reach the originai Proposition 48targets--2.0 GPA in a core curriculum of 11 courses and a 700 SAT or 15 ACTscore--and then would remain that way.(more) \n January 10,1986 \n# SPARKS COULD FLY OVER FRESHMAN ELIGIBILITY(Cont.)\n\nIf left unchanged at next week's convention,Proposition 48 will take effect inAugust. \nThe changes recommended for Proposition 48 follow extensive publicity surround-ing an NCAA-commissioned study of its Division I schools that said the regula-tion would adversely affect black athletes. If the rules had taken effect in1977,said the study,80 percent of black male athletes admitted to collegethat year would have been denied athletic eligibility(HED,Aug.31,1984)。 \nAlternatives ProfferedSome NAFEO-affiliated schools, including GramblingState University in Louisiana,Alabama State University in Montgomery andTexas Southern University in Houston, will offer two substitute proposals--num-bers 14 and 15--on the convention floor,Myers said. \nNAFEO's Proposal 14 would eliminate the minimum SAT or ACT score requirementfor freshman eligibility at a Division I member institution.Proposal 15 wouldpermit Division I member schools to use SAT or ACT test scores for institution-al subject placement purposes only and not for determining eligibility.Ifeither of the proposals is adopted,it would become effective Aug.1. \nOther issues that will bear close watching at the convention concern drug test-ing,financial aid to student athletes and extending athletic eligibility fromfour years to five. \nThe drug testing policy,Proposal 30,adopted for consideration at last year'sspecial June meeting, would impose stiff penalties on student athletes who arefound to have used any of a list of banned substances.Any student testingpositive would be ineligible to participate sports for","cbCaienWaVSlEi6K","https://ap.wps.com/l/cbCaienWaVSlEi6K","pdf",1174237,"English","# Convention\n## Freshman
