The 50-votemargin of victory over a most traditional and cherished congressionalactivity, dipping into the old pork barrel, comes just a few weeksafter the president stunned the congressional military committees bypersuading a majority of the House to sustain his nuclear carrierveto. The shock waves are stil¹rippling,through the hal¹s ofCongress,as the Carter-Congress relationship continues to changedramatically. \nThe technical execution of the administration's campaign wasexcellent. The Mhite House established a good working relationshipwith environmental groups and the president effectively made a broadappeal to the public.Behind the scenes, the administrationefficient1y marshalled its forces,as cabinet officers calledcongressmen and al1iances were estab1ished with major corporations andother business interests. A11 in all,the administration'saccomplishment was most impressive, especially in comparison to somepast efforts. An important side effect is that the president's alliesin Congress and the public interest community have received amorale boost--a boost which will benefit Carter in the future. \nCarter's recent success at the Camp David Sunmit helped sustainvetos of two very difficult bi11s.His rising standing in the pol1s,and the rise in confidence throughout his administration, tellsCongress and the nation's other important political elements that thepresident is increasingly someone to be reckoned with. \nThat type of momentum carries over into a number of areas.Witha president as sensitive to the need for conservation and wise naturalresource management as Jimmy Carter, this momentum wi11 help advanceconservation goals on a broad front. We are pleased to see ithappening. \nFrom the narrower conservation viewpoint, the victory on the vetoof the public works bill was a crucial turning point. Manyconservationists are convinced that if the president's veto had beenoverridden, the administration probably would have quiet¹y dropped itswater reform and anti-pork barrel campaigns. This major victoryinstead gives new life to these efforts and should strengthen theadministration's resolve to press forward in this area. \nThe president was strongly supported by the junior House membersof both parties, who bucked tradition and,in the case of Democrats, their entire leadership to help sustain the veto. These youngermembers seem to be resisting slipping into the pork-barrel mentality. The courage they have shown by going on record several times againsttwo powerful committees is a most hopeful sign that the days of thepork barrel are indeed numbered. We expect that the majority of the60 or so new House members in the 96th Congress, who will be chosenduring a strong Proposition 13 backlash, will strengthen the trend. \nWe hope that no conservationist wil1 be lulled into thinkingthat the battle to break up the pork barrel is won.Much more work \nneeds to be done before the stake is driven through the heart of thesys tem. \nBut,through the joint efforts of the Carter administration andconservationists to sustain the president's veto,we have at leastsharpened that stake. \nOn Oct. 5 the HouseCommittee on Rules voted 6-5 togrant an open rule to H.R.14104,the Endangered SpeciesActa","cbCaisoh0zhoFzmK","https://ap.wps.com/l/cbCaisoh0zhoFzmK","pdf",1527271,"English","# FISH-WILDLIFE\n## THE PoRK BARREL SYSTEM:GOING..GoING..\n## Public Works\n## Water Conservation\n## Editorial/0PINION\n# PUBLIC WoRKS\n## House Adopts NEPA Amendment\n# WATER CoNSERVATION\n## Funding For Rural Clean Water Program Deleted\n# EDITORIAL/0PINION\n## THE PoRK BARREL SYSTEM:GOING..GoING..\n# SENATE COMMITTEE REPORTS WEAKENED ALASKAN BILL\n## Senate substitute for H.R. 39","[{\"question\":\"What political outcome does the report describe as a major victory for conservationists?\",\"answer\":\"It describes the overwhelming vote sustaining the president’s veto of a Public Works bill as a highly important conservation victory.\"},{\"question\":\"What bill does the report discuss in relation to endangered species?\",\"answer\":\"It discusses H.R. 14104, the Endangered Species Act amendment.\"},{\"question\":\"What concerns are raised about H.R. 14104 during Rules Committee-related discussion?\",\"answer\":\"Opposition testimony points to a forthcoming GAO study that could identify implementation shortcomings and may require legislative remedies not addressed in H.R. 14104.\"}]","CONSERVATION REPORT - FISH-WILDLIFE | PDF",1789959510,23]
