No.24 \nJune 14,1996 \nSheriff Block; \n# CONGRESSIONAL FUNDING SOURCEMAY COME AT EXPENSEOF THE PUBLIC'S SAFETY\n\nAs a means of funding the proposed gasolinetax cut outlined in Senate Bill S.1739 and HouseBill 3415,Washington is contemplating the sale ofone of the country's scarcest natural resources. \nSpecifically,the proposed bill directs theFederal Communications Commission(FCC)toauction off,to the highest bidder, public radioairwaves and the licenses to use them.In recentmonths,FCC auctions have shown the sale of radiofrequencies to commercial interests is an extremelylucrative source of revenue.Unfortunately,Congress'rush to cash in on this airwave bonanzafails to adequately protect the public and thosepublic safety agencies holding the fabric of societytogether. \nPolice agencies, fire departments, sheriff'sdepartments, ambulance services, and emergencymedical technicians all across the United States areconstantly utilizing radio communications to carryout their primary responsibility:to protect the citi-zens of their community. With the increase indemand for these services, public safety agencieshave over saturated their communication systemswith no real relief in sight. \nAlthough the proposed legislation directs theFCC to \"take into account the needs of publicsafety radio services,\"the public safety communityis concerned that Congress has not adequately pro-tected the growing need for additional radio fre-quencies. \nSee RADIO FREQUENCIES,page two) \nH \nPage 1 \nIN THISISSUE \nPUBLIC SAFETY:Threatened By Airwaves Sale……1SOUTHWEST advise Congress how these needscan be met. Now,even before that effort can beaccomplished,Congress is considering redirectingthe FCC to auction off the radio frequencies withina specified usable range. This will likely place theFCC in the awkward position of having to identifyfrequencies for auction before resolving the needsof public safety. \nAuctioning available radio frequencies andthe inherent failure to provide adequate airwavespace for the growing needs of public safety willfurther deteriorate society's ability to protect itself. \nIn almost every instance, emerging technolo-gies,such as the transmission of fingerprints, photographs, emergency nedical information, andairborne video require the allocation of additionalradio airwaves.Exclusion of public safety needs
