partners.  \nThe Homeland Security budgetalso includes $5 million to train stateand local police to assist Immigrationand Customs Enforcement (ICE)agents to deal with illegal aliens en-gaged in human trafficking,sexualand labor slavery.  \nOverall,the ICE budget of $3.1billion would fund the hiring of new  \nThe new budget suspends for oneyear the policy of appropriating fundsbased on population that had beenused since creation of the HomelandSecurity Department in the wake ofthe 9/11 terror attacks.  \nThe budget,HR 2360,provides$32 billion for the department,andsets aside $2.5 billion for state andlocal grants including $1.1 billion indiscretionary awards.  \nCongress allocated $400 millionto state and local law enforcement forterrorism and first-responder pur-poses.  \nThe Homeland
