For additional information, please contact the Legislative Affairs Department at 217-782-6510. \ncc: Secretary of the Senate \nClerk of the House \nLegislative Research Unit \nState Government Report Center \nPublic Act 102-0522 \nComprehensive Personal Health and Safety and Comprehensive Sexual Health Education Survey Report \nSchool Year 2024-25 \nAugust 20, 2025 \nForeword \nPublic Act 102-0522, effective August 20, 2021, created the Comprehensive Personal Health and Safety and Comprehensive Sexual Health Education Act and required the Illinois State Board of Education (ISBE) to adopt the National Sex Education Standards as the Illinois Learning Standards for sexual health education. These new standards went into effect on July 13, 2022, within 23 Ill. Admin. Code 1, Appendix D. \nPA 102-0522 requires ISBE to collect information about sexual health education instruction in Illinois annually for five years. A short survey was developed for the fourth year of this time frame and sent to all school districts, Regional Offices of Education (ROEs), and Intermediate Service Centers (ISCs) on May 1, 2025. This report is a compilation of data collected from that survey. \nInquiries regarding this report may be directed to the ISBE Safe and Healthy Climate Center at [sexualhealtheducation@isbe.net](sexualhealtheducation@isbe.net). \nBackground \nPA 102-0522 gives school districts the option to provide sexual health education instruction. Should a school district choose to provide such instruction, parents/guardians may opt their children out of it. School districts that choose to provide instruction in sexual health education must develop or select a curriculum that is aligned with the National Sex Education Standards. The survey that this report documents provides data about these options and requirements. The survey will be administered again next school year. \nMethodology \nCollection instruments and procedures used by ISBE to collect data on sexual health education instruction follow the requirements outlined in PA 102-0522. The school year 2024-25 data collection was conducted using the same survey methodology and questions as school year 2023-24. An electronic survey form was issued to school districts, ROEs, and ISCs in a web-based application called Survey Builder, which is housed within the ISBE Web Application Security ( IWAS ) system. This method was selected because Survey Builder in IWAS prevents duplicate answers and provides a clear report of all entries.
