Executive Summary  \ni. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the Türkiye Country Partnership Framework (CPF) for the period of FY18-FY23 and adjustments at the FY20 Performance and Learning Review (PLR) stage.  \nii. The WBG program sought to help address major constraints to Türkiye’s development: low potential growth as a result of insufficient technology adoption and innovation to “move up the value chain”; relatively poor functioning labor and capital markets preventing a better allocation of resources and an increase in their use (e.g., because of women’s low participation in the labor force); congestion and environmental degradation in the cities increasing the environmental footprint. Addressing these issues should help reduce poverty and improve shared prosperity, as witnessed over the past  \n30 years. If these issues are addressed, then it is possible to answer the three questions that the Systematic Country Diagnostic (SCD) (2016) posed: (i) who will likely be the poor and the bottom 40? (ii) what will be the engine of growth?; and (iii) how can growth be sustainable?  \niii. IEG rates the CPF development outcome as Moderately Satisfactory. Of the nine objectives, six were Mostly Achieved and three were Partially Achieved. Gains under Focus Area I (Growth) were made in restructuring bank loans to corporates, in the number of women-inclusive enterprises financed under IBRD lines of credit, and the number of people employed by IFC clients, particularly females. The program fell short in improving transparency in public contractual commitments, in reaching MSMEs and  \nexporters through IBRD loans to financial intermediaries, and in improving the composite score of the doing business. In Focus Area II (Inclusion) substantial gains were made in the number of social assistance beneficiaries referred to employment services and in the number of women and youths placed in jobs by the employment agency (ISKUR) . There were also gains in the number of households that receive counselling or education from health workers related to healthy living, and in the number of patients served through IFC health sector clients. The program fell short in the number of students, teachers, and staff with access to schools. In Focus Area III (Sustainability) substantial gains were made in the share of renewable electricity (45% of total generated), in the reduction of annual emission of greenhouse gases and in the number of clients in the electricity sector reached through IFC support. There were positive outcomes in increasing storage capacity for gas and in cumulative savings in energy. The program fell short in increasing the number of additional people benefiting from better urban infrastructure financed by IFC and IBRD and did not achieve the goals of improving access to the digital land registry and cadaster information and expanding areas with enhanced irrigation and drainage services.  \niv. WBG performance is rated Good. The CPF supported objectives relevant to Türkiye’s economic and social challenges and had instruments and results indicators which in most instances measured well the achievement of the objective. The PLR redefined two objectives to better reflect what the program could achieve with the instruments at its disposal. The WBG correctly assessed the risks of the program and the CPF integrated the lessons from the CPS into the program.
