Executive Summary  \ni. This validation of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the fiscal years (FY) 2016-22 . The originally approved Country Partnership Framework (CPF) for Uganda was for FY16-21. The Performance and Learning Review (PLR), dated April 2021, extended the CPF period by one year to FY22 .  \nii. The CPF was well aligned with the government strategy and corporate goals, and addressed the key constraints identified in the 2015 Systematic Country Diagnostic (SCD). The CPF was organized around three strategic focus areas—(i) Strengthening Governance, Accountability and Service Delivery; (ii) Raising Incomes in Rural Areas; and (iii) Boosting Inclusive Growth in Urban Areas—and six thematic objectives spanning economic governance, social service delivery, agricultural commercialization, resilience of the poor and vulnerable, the business environment, and access to urban services. Strategic alignment was strong, with focus areas grounded in the SCD and focused on addressing key poverty challenges. However, the results framework did not fully capture intended outcomes related to poverty reduction and shared prosperity, which limited the ability to assess the CPF’s contribution in these areas. Youth employment was highlighted as a priority in the SCD but not addressed in the program. Gender was a cross-cutting theme in the CPF narrative, but the results framework had no gender-disaggregated indicators apart from the refugee indicator under objective 4, despite dedicated operations on girls' education and Gender-based Violence (GBV) prevention. Climate and sustainability were embedded within objective 4 rather than treated as a cross-cutting priority, and the only environmental indicator —annual rate of forest loss—could not be assessed due to data unavailability.  \niii. IEG rates the development outcome as Moderately Satisfactory. Of the six objectives, three were Mostly Achieved and three were Partially Achieved. Performance was strongest under Focus Area (FA) II, where the indicator “Increased Agricultural Commercialization” exceeded expectations: marketed produce targets were exceeded for rice, maize, cassava, and coffee. Under FA I, Enhanced Economic Governance and Fiscal Management (objective 1) performed well too, with per capita financing for local government services exceeding its target and non-oil domestic revenue reaching  \n12.6 percent of GDP against a 13.1 percent target, a shortfall partly attributable to COVID-19. Improved Business Environment (objective 5, FA III) was Mostly Achieved, with private sector credit increasing and meaningful progress in business registration and licensing reforms. Against these positives, performance was weaker in three areas.  \nImproved Social Service Delivery (objective 2, FA1) was Partially Achieved due to lack of data for assessment for secondary school enrollment since 2017, while skilled birth attendance fell short of target. Enhanced Resilience of the Poor and Vulnerable (objective  \n4, FA II) was Partially Achieved, marked by a failure on sustainable landscape management, an unverified vulnerable household level indicator, and only partial success on refugee and host community access to services.
