Executive Summary\u003Cbr>i. This IEG validation of the World Bank Group’s Completion and Learning Review (CLR) covers the FY17-FY22 Country Partnership Framework (CPF) and its adjustments through the FY20 Performance and Learning Review (PLR) . The original CPF period ended in FY20, and the PLR extended the period by two years, through to FY22 .\u003Cbr>ii. The WBG-supported program addressed major development challenges and was consistent with the government’s strategy. It had three focus areas – private sector performance and job creation (Focus Area I), inclusive public service delivery (Focus Area II), and environmental sustainability and resilience (Focus Area III) . These were highly relevant in the country context and in alignment with the WBG’s corporate priorities. The program was also relevant in the context of the IDA18 strategy applicable to Togo, a fragile state with substantial development needs. In line with the SCD’s emphasis on governance challenges as a key constraint to boosting sustainable growth, the CPF asserted that governance was a cross-cutting issue. However, governance did not feature prominently in program design and implementation, except for debt management. The PLR emphasized the need to tackle gender challenges more systematically by integrating gender in monitoring and evaluation, as well as in the results matrix, but this did not translate to more than a few gender-disaggregated indicators in the results matrix. |  |  |\n\n1 According to the Shared Methodology for Assessing CPFs (Country Engagement Guidance section 6.4), the ratings that the CLR assigns to the CPF objectives should result in a Development Outcome rating of Moderately Satisfactory.  \niii. IEG rates the CPF development outcome as Moderately Satisfactory. Of the eight objectives, two were Achieved, three were Mostly Achieved, and three were Partially Achieved. Under Focus Area I on private sector performance, some progress was made in improving training and employment opportunities for the young and boosting agricultural incomes. Agricultural income increased and progress was made towards the goal of full electrification by 2030, while the median transit time linking Lomé to the border with Burkina Faso was reduced. A debt management strategy was set up and became operational, and tax reforms were introduced. No significant progress materialized on reducing debt levels, and Togo remains at medium risk of debt distress. Forty-two thousand Lomé residents gained access to electricity, but IFC’s work did not generate additional electricity capacity. Important progress was recorded in transport efficiency measured by the number of handled containers, and the reduction in telecommunication cost. In Focus Area II, progress was made in increasing the number of households receiving cash transfers and the number of female beneficiaries of safety nets. The number of school uniforms distributed to girls in four deprived prefectures, and the number of students enrolled in rehabilitated or newly constructed schools, went up by a significant margin, and maternal health care outcomes also improved. There was a notable increase in the number of school children receiving free school lunches, and citizen satisfaction with social services. In Focus Area III, the REDD+2 Strategy has been incorporated into the National Development Plan (NPD) after consultations with stakeholders but has yet to be implemented.
