Executive Summary  \ni. This review of the World Bank Group’s (WBG) Completion and Learning Review (CLR) covers the period of the Country Partnership Framework (CPF), fiscal years (FY) 18-23. There was no Performance and Learning Review (PLR) .  \nii. The overarching objective of the CPF was to contribute to the consolidation of the Republic of the Seychelles’(Seychelles) path to inclusive and sustainable prosperity. The CPF had four objectives, addressing (a) opportunities in fisheries and tourism; (b) management and resilience of natural endowments; (c) social assistance system; and (d) public sector performance and accountability. In line with the government’s preferences at the time, the program was planned to be delivered through investment loans supported by ASAs including RASs. Subsequently, with the COVID-19 pandemic the government changed its shorter-term preferences and requested emergency budgetary support and then a new DPL series. The RAS program was dropped.  \niii. IEG rates the CPF development outcome as Moderately Satisfactory. Of the four objectives, one was Achieved, two Mostly Achieved, and one Partially Achieved. Focus Area I (Sustainable growth for shared prosperity) was Moderately Satisfactory, with both objectives Mostly Achieved. The regulatory framework for the tourism industry was strengthened and the share of key demersal indicator species stable or rebuilding in the Mahe Plateau fisheries reached 100 percent. However, the percentage of hotels compliant with Seychelles Sustainable Tourism Label did not increase as hotels  \ncould not register during the COVID shutdown when tourist arrivals stopped and later when the tourist arrivals dropped again due to the global economic downturn. Focus Area II (Fostering inclusion and public sector performance) was Moderately Satisfactory, with one objective Achieved and one Partially Achieved. The target for percentage of poor households covered by Social Welfare Assistance (SWA) was mostly achieved, and several targets for the strengthening of MDAs (ministries, departments and agencies were achieved, while the share of benefits (all non-contributory programs) going to children (0-17 years) did not increase as targeted.  \niv. IEG rates the WBG performance as Good. The WBG’s overall CPF objective was appropriate. The program reflected lessons learned from the previous CPF and responded to changes in government priorities. In the absence of a PLR there was a dissonance between the CPF, the results framework and the WBG’s revised work program. The IFC and MIGA activities were not in support of the CPF Focus Areas and were not reflected in the results framework. The CPF risk ratings were appropriate, although the environmental risk (Low) was underrated given the country’s vulnerability to extreme weather events. The CPF’s approach to risk mitigation was adequate in the absence of external shocks. The modified WBG program was well implemented. The WBG demonstrated responsiveness and flexibility in adapting its lending program, including its response to the COVID-19 pandemic. The ASAs sought to fill identified knowledge gaps in parallel with the lending program. Four ASAs from this period are listed as supporting one or more of the objectives in the results framework. IEG-validated projects show positive ratings.
